Why in news?
The Ministry of Panchayati Raj announced plans to introduce an artificial intelligence tool called “SabhaSaar” to automatically generate minutes of Gram Sabha meetings. The tool will first be piloted in the state of Tripura during special Gram Sabhas organised for Independence Day.
Context
Gram Sabhas – village assemblies of all registered voters – are constitutionally mandated to decide on local development projects and hold panchayats accountable. In many villages the proceedings are not properly recorded due to limited staff and literacy barriers. Digital record‑keeping can enhance transparency and ensure that decisions are followed up.
How SabhaSaar will work
- AI and language processing: The tool will use speech‑to‑text and natural language processing to transcribe discussions into structured minutes. It will support thirteen Indian languages through integration with the government’s Bhashini platform.
- Structured output: SabhaSaar will generate a summary of resolutions, action items, budgets and attendance. Panchayat officials can edit and approve the minutes before uploading them to e‑governance portals.
- Ease of access: Citizens will be able to view minutes through mobile apps or village information kiosks, making panchayat functioning more transparent.
Benefits
By reducing the clerical burden on village secretaries and ensuring accurate records, SabhaSaar could strengthen grassroots democracy. Wider adoption across the country may improve monitoring of development schemes and empower villagers to hold elected representatives accountable.
