Why in news?

The Union Cabinet approved the Bharat Audyogik Vikas Yojna (BHAVYA) with an allocation of about ₹33,660 crore to develop 100 plug‑and‑play industrial parks across India. The scheme aims to strengthen manufacturing, boost exports and create large‑scale employment.

Background

Industrial parks in India often face delays because investors must arrange land, utilities and approvals separately. BHAVYA seeks to remove these hurdles by providing ready‑to‑use infrastructure. It is implemented by the National Industrial Corridor Development Corporation (NICDC) under the Department for Promotion of Industry and Internal Trade (DPIIT) and complements initiatives like PM Gati Shakti.

Key features of the scheme

  • Plug‑and‑play parks: Each industrial park will cover 100–1,000 acres and offer pre‑approved land parcels with roads, drainage, underground utilities (water, electricity, gas), digital connectivity and common facilities like factory sheds, testing laboratories and warehousing.
  • Financial support: The scheme provides assistance of up to ₹1 crore per acre for core infrastructure. External connectivity (roads and rail links) is supported up to 25 percent of project cost.
  • Selection process: Parks will be chosen through a competitive “challenge mode” to ensure high‑quality proposals. State governments and private developers can participate.
  • Sustainability: Emphasis is placed on green energy, water conservation and integrated utility corridors to avoid repeated digging. Worker housing and social infrastructure will be integrated into park design.

Impact and significance

  • BHAVYA aims to reduce project gestation time, attract domestic and foreign investment and integrate Indian manufacturers into global supply chains.
  • The scheme is expected to generate substantial employment and support small and medium enterprises through shared facilities.
  • By encouraging value‑added manufacturing, BHAVYA contributes to the goals of Make in India and Atmanirbhar Bharat.
