Why in news?
The Ministry of Coal unveiled two digital platforms — the Koyla Shakti dashboard and the Coal Land Acquisition Management and Rehabilitation Portal (CLAMP). These tools are designed to improve transparency and efficiency in India’s coal sector by tracking the entire value chain from mine to market and streamlining land acquisition and compensation processes.
Background
Coal remains a major source of energy in India. However, the sector suffers from fragmented data, logistical bottlenecks and delays in acquiring land for mining. These issues lead to supply shortages, cost overruns and public dissatisfaction. To modernise operations and support the government’s digital agenda, the Ministry is leveraging data analytics and portal‑based workflows.
About the Koyla Shakti dashboard
- Unified platform: The dashboard integrates data from coal mines, dispatch operations, railways, ports, power plants and consumers. It provides end‑to‑end visibility of coal stocks, production and transportation in real time.
- Decision support: Interactive charts help officials track demand and supply, identify bottlenecks and allocate resources. Alerts are generated for low stocks, delayed rakes or equipment failures.
- Transparency: The dashboard reduces information asymmetry between producers, transporters and buyers. Publicly available statistics can deter hoarding and improve planning by state utilities.
About the CLAMP portal
- Digital land records: The portal stores maps, ownership details, compensation awards and court cases related to land needed for coal mines. It connects with state revenue departments to verify titles.
- Workflow automation: Land acquisition proposals, approvals and fund disbursals are processed online. The system generates reminders to avoid missed deadlines and ensures that affected families receive compensation promptly.
- Rehabilitation monitoring: The portal tracks the rehabilitation and resettlement of displaced people. It records allotment of alternative land, housing and employment benefits, making the process more accountable.
Significance
These platforms bring the coal industry closer to real‑time, data‑driven management. They are expected to cut delays, reduce corruption and improve the efficiency of coal dispatches. By digitising land acquisition, the government also aims to address grievances quickly and uphold the rights of affected communities. The portals support India’s broader goal of transparent and sustainable resource management.
