Why in news?
The Ministry of Panchayati Raj has announced that over ₹3 lakh crore worth of payments have been processed through the eGramSwaraj portal since its launch, highlighting the platform’s success in bringing transparency and efficiency to village governance. Additionally, an AI‑powered tool called SabhaSaar now summarises Gram Sabha meetings in 23 Indian languages.
Background
Launched on 24 April 2020 as part of the e‑Panchayat Mission Mode Project, the eGramSwaraj portal aims to strengthen Panchayati Raj Institutions (PRIs) through digital tools. The platform integrates with the Public Financial Management System (PFMS) to facilitate planning, budgeting, accounting and monitoring of development activities at the village level.
Each Gram Panchayat prepares its Gram Panchayat Development Plan (GPDP) on the portal, ensuring that local needs are prioritised. The system has onboarded over 2.5 lakh PRIs, providing a unified interface for officials and citizens.
Key features
- Planning and budgeting: Villages can prepare and approve annual development plans digitally, with real‑time monitoring of funds and projects.
- Accounting and payments: Integration with PFMS allows online payments directly to vendors and beneficiaries, eliminating paper cheques and reducing delays.
- Asset management: GPs maintain digital records of community assets such as roads, buildings and water structures, helping track maintenance and avoid duplication.
- Transparency tools: The portal publishes progress reports and financial statements, enabling citizens to audit public works. The new SabhaSaar tool converts audio from Gram Sabha meetings into text summaries, making proceedings accessible in 23 languages.
Significance
- Empowering local governance: eGramSwaraj enhances the capacity of elected representatives to plan and execute development projects effectively.
- Reducing leakages: Direct electronic payments minimise corruption and ensure funds reach intended recipients.
- Promoting participation: Easy access to information encourages citizens to attend meetings, monitor projects and hold officials accountable.
- Inclusive communication: AI‑driven summarisation in multiple languages fosters inclusivity, particularly in areas with low literacy levels.
Conclusion
The success of eGramSwaraj shows how digital platforms can transform grassroots governance. Continued enhancement of features, combined with training for local officials and community awareness, will help realise the goal of transparent and participatory rural development.
