Why in news?
The Prime Minister launched the PM‑SETU (Pradhan Mantri Skilling Enhancement, Training and Upgradation) scheme in October 2025. It aims to modernise Industrial Training Institutes (ITIs) across India and create centres of excellence for vocational education. The scheme is part of the government’s efforts to equip the workforce with skills needed for a rapidly changing economy.
Key features
- Hub-and-spoke model: Around 200 existing ITIs will be developed as “hubs” with advanced labs and training facilities. Each hub will mentor four nearby “spoke” ITIs, creating a network of 800 spokes.
- Modern infrastructure: ITIs will be upgraded with smart classrooms, simulation labs, 3D printing facilities and workshops aligned with Industry 4.0 technologies.
- Industry partnerships: Collaborations with industry associations such as CII and FICCI will ensure that curricula match market needs. Employers will help design courses, provide equipment and offer apprenticeships.
- Skill innovation ecosystem: The scheme will establish innovation cells in hub ITIs to encourage entrepreneurship and problem‑solving among trainees.
- Funding and timeline: The programme is expected to cost around ₹60,000 crore over 2025–2028, funded by the central and state governments and private partners.
- Sectoral focus: Priority areas include electronics, clean energy, automotive, agriculture technology, healthcare, logistics and tourism.
Significance
- Global employability: Upgraded ITIs will train students for jobs in India and abroad, contributing to the government’s vision of a skilled workforce.
- Inclusive growth: Improved vocational training can provide opportunities for rural youth, women and marginalised communities.
- Economic transformation: A skilled workforce will support manufacturing, services and digital sectors, strengthening India’s competitiveness.
