Why in news?
The Department of Telecommunications (DoT) signed agreements on 2 April 2026 with the Government of Goa and the Cochin Port Authority to adopt the System for Accounting and Management of Pension (SAMPANN) as a platform‑as‑a‑service for their pensioners. This move is part of a broader initiative to extend SAMPANN’s digital pension management capabilities to other government bodies.
Background
SAMPANN is an integrated online system developed by the Controller General of Communication Accounts (CGCA) under the DoT. It was launched on 29 December 2018 to provide seamless pension processing and direct credit of pensions to retired employees of the telecommunications department. Prior to SAMPANN, pension management involved paper‑based documentation and manual coordination between offices, leading to delays and errors. The platform offers a “single source of truth” for each pensioner, from sanction to disbursement, and is aligned with the government’s Digital India initiative.
Key features
- End‑to‑end digitisation: SAMPANN covers the entire pension lifecycle—from online submission of pension forms and verification of service records to generation of electronic pension payment orders (e‑PPOs) and monthly disbursal. Pensioners receive payments directly into their bank accounts without intermediary delays.
- Grievance redressal and alerts: A built‑in portal allows pensioners to register grievances and track their resolution. SMS and email alerts notify them of important milestones, such as sanction of the e‑PPO and credit of pension.
- DigiLocker integration: Pension documents are stored digitally in DigiLocker, ensuring easy retrieval and long‑term preservation. This reduces paperwork and minimises the risk of loss or tampering.
- Scalability: The cloud‑based system is designed to be offered as a service to other departments. The recent agreements with Goa and Cochin Port Authority demonstrate its reuse beyond telecommunications.
- Financial scale: SAMPANN currently disburses pensions worth roughly ₹1,650 crore every month to more than 2.5 lakh beneficiaries and has processed over ₹80,000 crore since inception.
