Why in news?
The Union Cabinet’s approval of Jal Jeevan Mission 2.0 introduced a comprehensive digital framework called Sujalam Bharat to monitor rural drinking water systems. Under this framework every village receives a unique Sujal Gaon ID (or Service Area ID) that digitally maps all water supply assets from source to tap. As of mid‑March 2026 more than 1.77 lakh Sujal Gaon IDs had been generated.
Background
The Jal Jeevan Mission (JJM), launched in 2019, aims to provide functional household tap connections to all rural households in India. By 2026 over 15.8 crore rural homes had access to piped water, but monitoring and sustaining these systems remained a challenge. JJM 2.0 shifts focus from merely constructing infrastructure to ensuring long‑term service delivery, sustainability and community management.
The new digital framework, Sujalam Bharat, uses Geographic Information System (GIS) tools to create a national asset registry. Each water supply scheme is assigned a Sujalam Bharat ID, and its service area is assigned a Sujal Gaon ID. This linkage enables end‑to‑end tracking of water sources, treatment plants, pipelines and household connections.
Key features
- Real‑time mapping: Villages are mapped digitally, showing sources, storage tanks, treatment facilities and distribution pipelines. This helps planners identify gaps and prioritise upgrades.
- Validation and compliance: States must validate schemes against the Sujalam Bharat registry and certify that designs follow Central Public Health and Environmental Engineering Organisation (CPHEEO) norms before funds are released.
- Community engagement: Jal Seva Aankalan surveys collect citizen feedback on service quality via the “Meri Panchayat” app. Gram Panchayats and Village Water and Sanitation Committees take part in commissioning schemes through the Jal Arpan process.
- Transparency and accountability: Real‑time dashboards enable monitoring of water supply status, facilitating timely maintenance and reducing leakages and corruption.
Significance
- Better planning: The unique IDs help integrate water supply data with the PM Gati Shakti infrastructure master plan, improving project coordination.
- Service delivery: By December 2028 JJM aims to declare all Gram Panchayats “Har Ghar Jal,” meaning every household has reliable tap water. Digital tracking ensures sustainability.
- Transparency: A unified registry discourages duplication of schemes and enhances public trust in government programmes.
