Why in news?

In June 2026 the government highlighted the achievements of the ASPIRE scheme. It noted that over 109 Livelihood Business Incubators across 27 states and union territories have trained more than 1.23 lakh beneficiaries and supported over 1,200 micro‑enterprises. The scheme continues to turn job seekers into job creators in rural areas.

Background

ASPIRE stands for A Scheme for Promotion of Innovation, Rural Industries and Entrepreneurship. It was launched in 2015 by the Ministry of Micro, Small and Medium Enterprises to nurture innovation and enterprise in villages. The programme set up Livelihood Business Incubators and Technology Business Incubators that provide training, credit linkages and technical support. It focuses on women, Scheduled Castes, Scheduled Tribes and backward‑class entrepreneurs so that economic opportunity is more inclusive. Successful candidates often start small manufacturing units or service ventures in their home districts.

  • Incubator network: The scheme supports a network of Livelihood Business Incubators and Technology Business Incubators that teach skills and provide hand‑holding to budding entrepreneurs.
  • Training reach: Since 2015 more than 1.23 lakh people have been trained in trades like food processing, weaving, carpentry and digital services. Many participants come from rural and tribal communities.
  • Enterprise creation: The incubators have helped start over 1,200 micro‑enterprises. Success stories include entrepreneurs from Meghalaya and Rajasthan who now employ local youth.
  • Inclusive focus: Special emphasis is given to women and people from disadvantaged groups. Subsidised loans and mentorship help them overcome barriers to starting a business.
  • Job creation: By nurturing small businesses, ASPIRE turns job seekers into job providers. This reduces migration and boosts rural incomes.
