Carbosulfan: Proposed National Ban & Insecticide Profile

Why in news?

The Union Agriculture Ministry published a draft order proposing a complete national ban on carbosulfan. The Gazette carried it on 24 August 2026. The proposal covers import, manufacture, sale, transport, distribution and use. It invites objections or suggestions for thirty days before final consideration.

What carbosulfan is

Carbosulfan is a broad-spectrum carbamate insecticide. Farmers have used carbamate products against insects on several crops. The chemical enters an insect and disrupts normal nervous-system signalling. This can control pests, but exposure can also harm non-target organisms.

Carbosulfan is converted into carbofuran through metabolism and environmental transformation. Carbofuran is highly toxic and inhibits cholinesterase enzymes. These enzymes help end nerve signals involving acetylcholine. Their inhibition can cause serious neurological and systemic effects.

What the draft order says

Notification S.O. 4649(E) is dated 21 August 2026. The Gazette published it three days later. The government issued the proposal under Section 27(2), read with Section 28, of the Insecticides Act, 1968. These provisions permit prohibition after assessing serious risks.

An expert committee was constituted on 14 January 2026. It submitted its report on 12 June. The Registration Committee then examined available studies, data and safety concerns. It recommended a complete prohibition across the supply and use chain.

The committee described carbosulfan as an intrinsically highly hazardous carbamate. It recorded risks to birds, pollinators, aquatic organisms and other non-target species. It also noted international restrictions. Symptomatic treatment exists, but the committee found no specific antidote for carbosulfan poisoning.

A proposal, not an operative final ban

The present document is a draft. The government must consider timely objections and suggestions before finalising it. The proposed order would commence only upon final Gazette publication. Until then, the draft should not be described as an already operative nationwide ban.

If finalised unchanged, registration certificates would be recalled and cancelled from the order’s date. Certificate holders would have three months to return them. State governments would enforce the order under the Act and its rules. These steps would remove lawful supply and use.

Why a complete prohibition is significant

Pesticide regulation must balance crop protection with health and ecological harm. Pollinator damage can reduce reproduction in flowering crops and wild plants. Aquatic toxicity matters when farm runoff enters ponds and streams. Bird exposure can also spread effects beyond the treated field.

A ban can reduce these risks only when implementation covers stocks, labels and illegal sales. Clear disposal guidance is needed for remaining material. Inspectors require laboratory support and traceable supply records. Residue monitoring should continue after any final prohibition.

Managing the farming transition

Farmers still need effective protection from economically damaging insects. Extension agencies should provide crop-specific alternatives before the next major spray cycle. Integrated pest management can combine monitoring, resistant varieties and biological control. Selective chemicals may remain necessary when thresholds are crossed.

Substitution should not simply replace one hazard with another. Alternatives require assessment for toxicity, resistance and local effectiveness. Farmers also need correct dosages and protective equipment. Public procurement and training can make safer methods more affordable.

Legal status must remain precise

The Gazette contains a draft order and a consultation period. The proposed prohibition becomes operative only after a final order is published. This distinction affects farmers, dealers, manufacturers and enforcement agencies.

Conclusion

The draft marks a major reassessment of carbosulfan’s acceptability in India. Its scientific case centres on toxicity and carbofuran formation. Final action must follow the notified consultation process. Effective implementation will also require stock control, residue monitoring and safer pest-management support. Regulation and farm extension must therefore move together.
