Dhan-Dhaanya Krishi Yojana: Average Score Up 28.04 Points

Why in news?

The Pradhan Mantri Dhan-Dhaanya Krishi Yojana completed one year since its launch on 11 October 2025. The programme focuses agricultural support on 100 districts facing gaps in productivity, cropping intensity and access to credit. Its approach is to coordinate existing schemes around local needs, rather than offer every district an identical intervention. The government's anniversary account reports that all selected districts have prepared action plans and submitted monitoring data. This establishes progress in planning and reporting, while the larger question remains the effect on farming outcomes. A completed plan or improved dashboard score is not, by itself, proof of a corresponding increase in farmers' incomes.

Why the district is the organising unit

The Union Cabinet approved the scheme in July 2025 for six years beginning in 2025–26. It brings together 36 existing schemes across eleven departments, alongside state programmes and local partnerships. The selection framework considered agricultural performance, credit access, cropped area and operational holdings. At least one district was to be selected from each state. This is a targeted development programme, not a declaration that every farmer or district has the same constraints.

Productivity concerns output from a given area, while cropping intensity concerns how often cultivated land is cropped during a year. A district may struggle with one without facing exactly the same problem in the other. Credit access adds a third dimension: farmers need timely finance for seasonal operations and longer-term investment. Treating these indicators separately helps identify whether the principal constraint concerns water, inputs, investment or another local condition. Their combination is intended to guide a district-specific response.

From diagnosis to an action plan

The operational guidelines require a baseline assessment before interventions are selected. This includes crop performance, soil conditions, irrigation, storage, markets and relevant allied activities. Plans are then linked to physical and financial targets and the departments responsible for delivery. For example, better crop output has limited value if produce cannot be stored or sold efficiently. Coordinating irrigation, storage and market support therefore addresses connections between farm production and the income ultimately received.

The district collector heads the district-level committee responsible for preparing and implementing the plan. State-level review is led by the chief secretary, while national committees oversee implementation and monitoring. The plans feed into the annual plans of the relevant state departments. Convergence means bringing these existing programmes into a coordinated local plan. It does not mean that every scheme's eligibility rules disappear or that all funding becomes an unrestricted payment to farmers.

What the first-year figures show

The anniversary account describes 121 monitoring indicators: 74 measuring outputs and 47 measuring outcomes. Outputs concern what a programme delivers; outcomes concern the changes those activities are intended to produce. It reports an average district score of 18.85 in April 2026 and 46.89 in August. That is an increase of 28.04 score points. It should not be read as a 28.04% increase in crop yields, household income or any single farm outcome.

The distinction is important when interpreting an early implementation report. Submission of district data shows that the reporting system is being used, but does not independently validate every reported result. Weather, market prices and changes in cultivation can also affect farmers' returns. Assessing the programme's contribution requires comparable measures over time and attention to local circumstances. A national average can conceal substantial differences between districts and between groups of farmers within them.

Connecting production with practical support

The launch brought the scheme into a wider programme of agricultural investment, including separate support for pulses. These initiatives should not be merged into one budget or treated as the same scheme. Dhan-Dhaanya's stated aims cover productivity, diversification, sustainable practices, storage, irrigation and access to short- and long-term credit. The combination recognises that agricultural improvement involves more than producing additional grain. Storage, processing and reliable finance influence whether production gains become durable economic benefits.

Conclusion

The first anniversary marks a shift from announcing the programme to examining how district plans are functioning. The next meaningful test is whether coordinated support addresses the constraints identified in each baseline assessment. Better reporting is useful, but it must lead to demonstrable improvements in farm performance and livelihoods. Keeping outputs, outcomes and income distinct makes that assessment clearer and more credible.

Consider the following statements about monitoring a development programme:

1.The number of soil-testing laboratories set up is an output indicator, while a rise in crop yield per hectare is an outcome indicator.
2.If a scheme's average district score rises by 28.04 points, crop yields in those districts must have risen by about 28 per cent.
