Why in news?

India’s e-Shram registrations crossed 31.78 crore by 14 July 2026. The exact official count was 31,78,31,749 registered workers. The portal now connects workers with several welfare and employment services. The Labour Ministry reported these details in Parliament.

Background

India’s large informal workforce often lacks stable contracts, payroll records and continuous social security.

This group includes vendors, domestic workers, farm labourers, migrants, builders and app-based workers.

Scattered records hindered planning, prompting the Labour Ministry to launch e-Shram on 26 August 2021.

It created India’s first national database devoted to unorganised workers.

What is the National Database of Unorganised Workers?

The portal maintains the National Database of Unorganised Workers, commonly shortened to NDUW.

Aadhaar seeding reduces duplicates, while the database records occupation, skills, education and address.

Governments use aggregated records for planning, while workers can discover matching schemes.

Who can register?

An applicant must work from home, independently or for wages in the unorganised sector.

The person must be at least sixteen and not older than fifty-nine.

Applicants cannot belong to the Employees’ Provident Fund Organisation or Employees’ State Insurance Corporation.

Income-tax payers cannot register, while eligible groups include migrant, construction, gig and platform workers.

A government employee or organised-sector employee generally falls outside the intended group.

How can a worker register?

  1. A worker can use the official portal for free self-registration.
  2. An Aadhaar-linked mobile number enables online one-time-password authentication.
  3. The worker enters occupation, address, education, skills and bank information.
  4. The system verifies the required details and generates an e-Shram identity.
  5. The worker receives a permanent twelve-digit Universal Account Number.

Registration is free and permanent, but workers should update their mobile, address, occupation and bank details.

What if Aadhaar lacks a linked mobile number?

Without an Aadhaar-linked mobile, workers can visit a Common Service Centre or state service centre.

Staff use biometric authentication, assisting workers with limited digital access or literacy.

Document clarification: An Aadhaar-linked mobile is not compulsory because approved centres provide assisted biometric registration.

What is the e-Shram Universal Account Number?

Every worker receives a permanent twelve-digit Universal Account Number, or UAN, linked with their e-Shram record.

It supports interstate identification without repeatedly creating separate worker identities.

Do not confuse UANs: The provident-fund system uses a separate Universal Account Number, unrelated to e-Shram’s UAN.

How did the portal evolve?

  1. The Labour Ministry launched the basic national worker database during August 2021.
  2. It launched the e-Shram One-Stop Solution on 21 October 2024.
  3. State and Union Territory microsites began operating on 29 January 2025.
  4. Registrations reached exactly 31,78,31,749 by 14 July 2026.
  5. Fifteen central welfare and social-security schemes were integrated or mapped by then.

State-wise superlatives: Uttar Pradesh led with 8,45,90,721 registrations on 14 July 2026. Lakshadweep recorded the lowest total, with 2,876 registrations.

A microsite gives state-specific information and services while using the shared national framework.

What is the One-Stop Solution?

The One-Stop Solution combines schemes, helping workers find possible benefits without searching separate websites.

Connected services include employment, skills, pensions, housing and other welfare programmes.

  • The National Career Service can connect workers with employment opportunities.
  • The Skill India Digital Hub can connect workers with training opportunities.
  • Pradhan Mantri Shram Yogi Maan-dhan offers a contributory pension for eligible workers.
  • Housing linkages can support convergence with applicable government housing schemes.
  • Construction-worker data can help welfare boards identify potentially eligible workers.

The official parliamentary annexure reported enrolment figures across thirteen listed schemes.

One person may appear in several schemes, so those figures are not unique totals.

Does an e-Shram card guarantee benefits?

Registration only creates a worker identity and database record.

It guarantees no benefit because every connected scheme keeps separate eligibility and approval rules.

Workers must qualify separately, while linkages improve discovery, verification, portability and outreach.

Building-worker clarification: e-Shram never guarantees membership because Building and Other Construction Workers welfare boards confirm eligibility separately.

How does e-Shram help migrant workers?

A national record follows migrants across states despite frequent changes in workplaces and residences.

Verified occupation and location data can guide disaster relief and state welfare outreach.

Accessibility and language support

The platform supports twenty-two Indian languages, while Common Service Centres assist workers without suitable devices.

Workers should use official channels, refuse fee demands and protect sensitive identity or bank details.

Conclusion

e-Shram gives India a shared foundation for unorganised-worker identification and welfare coordination.

Its value depends upon accurate updates, effective scheme linkages and last-mile assistance.
