Why in news?
The International Civil Aviation Organization (ICAO) convened its 42nd Assembly in Montreal in September 2025. During the session India was re‑elected to the 36‑member ICAO Council for the 2025–2028 term under the category for states providing the largest air navigation facilities. India secured more votes than in 2022, reflecting growing confidence in its civil aviation sector.
About ICAO
ICAO is a specialised agency of the United Nations created by the Chicago Convention of 1944. With 193 member states, it sets international standards for aviation safety, security, efficiency and environmental sustainability. The 36‑member Council elected every three years acts as the governing body.
India’s role and achievements
- Founding member: India signed the Chicago Convention in 1944 and has maintained an uninterrupted presence on the Council for over eight decades.
- Growing aviation market: India is among the fastest‑growing aviation markets, with expanding domestic traffic and global connectivity. Its airports are upgrading infrastructure and navigation systems.
- Safety and security: India participates in ICAO’s Universal Safety Oversight Audit Programme and implements standards on airworthiness, air traffic management and aviation security.
- Diplomatic outreach: Ahead of the election the Ministry of Civil Aviation engaged with other member states and highlighted initiatives such as liberalised drone rules, regional connectivity schemes and commitment to carbon‑neutral growth.
Why re‑election matters
Continued membership on the ICAO Council allows India to influence global aviation policies, promote fair allocation of air routes and advocate for the interests of developing countries. As new technologies like unmanned aircraft and sustainable aviation fuels emerge, India can contribute to drafting standards that balance safety with innovation. The re‑election also signals that India’s aviation safety record and infrastructure development are recognised internationally.
