Why in news?

The Union Home Minister announced the formation of a high‑level committee chaired by retired Supreme Court judge Justice Prakash Prabhakar Naolekar. The panel will investigate demographic changes across India linked to illegal immigration and other abnormal factors. It was promised in the Prime Minister’s Independence Day speech in August 2025 and is intended to address national security and social cohesion concerns.

Background

India shares porous land and riverine borders with several neighbours. Over the decades there have been allegations of large‑scale cross‑border movement, especially from Bangladesh and Myanmar, driven by economic opportunities, environmental stress or social unrest. Policymakers worry that such influxes could disturb the religious and cultural composition of sensitive border districts, strain resources and alter electoral rolls. In his 2025 Independence Day speech the Prime Minister warned of a “planned conspiracy” by ghuspaithiye (infiltrators) to change demographics and promised a mission to counter it. The newly constituted committee fulfils that pledge.

Mandate and composition

Justice Naolekar will head a five‑member panel that includes the Census Commissioner, retired IAS officer Durga Shankar Mishra, former IPS officer Balaji Srivastava and economist Dr Shamika Ravi. The joint secretary in charge of foreigners’ affairs at the Home Ministry will serve as member‑secretary. The committee has one year to submit its report.

Terms of reference

  • Assessment of change: It will conduct a scientific evaluation of demographic changes at national, state and district levels and identify patterns of abnormal population shifts among religious or social groups.
  • Study causes: Members will examine cross‑border activities (including illegal immigration), economic opportunities, environmental stress and other social factors that drive population movements.
  • Identify drivers: The panel will determine underlying factors such as organised migration, abnormal settlement patterns and orchestrated demographic change.
  • Recommend measures: It will suggest policies, legal provisions and administrative mechanisms for identifying, detaining and deporting illegal immigrants in a fair and time‑bound manner.
  • Strengthen systems: The committee is tasked with proposing institutional frameworks to improve border management, population stabilisation and coordination between the Centre and states for continuous monitoring of demographic trends.

Significance

Demographic changes affect representation in legislatures, resource allocation and social harmony. By studying the reasons for unusual population shifts and proposing corrective actions, the committee could shape future immigration policy and data collection. Critics caution that the exercise should not stigmatise genuine migrants or undermine India’s pluralistic ethos. A balanced, evidence‑based approach will be essential for the credibility of the panel’s findings.
