Background

The National Productivity Council was established in 1958 as an autonomous body under the Department for Promotion of Industry and Internal Trade (DPIIT). It serves as a national institution for promoting productivity across economic sectors and is a constituent of the Asian Productivity Organisation. The NPC functions as a think tank, training provider and consultancy service, supporting both government and industry.

Delhi High Court judgment

The complaint before the Lokpal alleged that the Chairman had unduly promoted certain officials within the NPC. However, the Delhi High Court found that the promotions were approved before Singh assumed office and that there were no specific accusations of corruption. The court ruled that the Lokpal Act empowers the ombudsman to investigate cases of corruption or misconduct, not to revisit administrative decisions. Consequently the proceedings against Singh were quashed, and the court emphasised the need for vigilance against misuse of anti‑corruption mechanisms.
