Why in news?

The Ministry of Panchayati Raj released the second edition of the Panchayat Advancement Index (PAI) 2.0, a data‑driven framework that ranks over 2.5 lakh Gram Panchayats based on governance and development indicators. The report shows significant improvements in rural performance and highlights regional disparities.

Background

PAI 2.0 builds on the 2023 version but uses fewer indicators to focus on outcomes. It assesses panchayats across nine themes such as poverty reduction, health, education, infrastructure, social inclusion and governance. The number of indicators has been reduced from 516 to 150, making data collection more practical. Participation rates reached 97.3%, although West Bengal did not submit data.

Highlights of PAI 2.0

  • Performance categories: Panchayats are graded into five bands – Achiever, Front Runner, Performer, Aspirant and Beginner. A total of 3,635 Gram Panchayats reached the Front Runner category.
  • Top performers: Tripura emerged as the best‑performing state overall. Southern states generally outperformed northern ones in rural governance.
  • Poverty and health successes: A notable 3,313 panchayats received an A+ grade for poverty reduction, while 1,015 achieved A+ for health services.
  • Challenges: The report identifies regional imbalances, technology gaps, poor infrastructure and reliance on higher‑level funding as obstacles. It calls for capacity‑building and better coordination between state departments.

  • Evidence‑based planning: PAI 2.0 provides local governments with clear metrics to benchmark progress and prioritise interventions.
  • Transparency: Panchayats are required to display their scorecards publicly, empowering citizens to demand better services.
  • Progress towards SDGs: The index aligns with the Sustainable Development Goals by promoting inclusive growth, health, education and governance.
