Why in news — The Ministry of Personnel, Public Grievances and Pensions announced that about 10.5 lakh government employees have been trained under the Rashtriya Karmayogi Jan Seva Programme (Phase II). The behavioural training initiative concluded recently and aims to instil a spirit of service (Seva Bhav) and a sense of duty aligned with personal purpose (Svadharma) among civil servants.

Why in news?

The Ministry of Personnel, Public Grievances and Pensions announced that about 10.5 lakh government employees have been trained under the Rashtriya Karmayogi Jan Seva Programme (Phase II). The behavioural training initiative concluded recently and aims to instil a spirit of service (Seva Bhav) and a sense of duty aligned with personal purpose (Svadharma) among civil servants.

Background

The programme is part of Mission Karmayogi, a national capacity‑building framework launched in 2020 to transform India’s civil services. The Capacity Building Commission (CBC), which acts as the executive body of Mission Karmayogi, designed and manages the training. Phase II of the Jan Seva Programme focused on behavioural transformation to make governance more citizen‑centric.

Programme features

  • Training scale: Over 10.5 lakh government officials from various ministries, departments and state governments received training through workshops and online modules.
  • Training cadre: The initiative created 822 Lead Trainers and more than 16 000 Master Trainers proficient in adult‑learning techniques and activity‑based methods. These trainers are expected to cascade the learning to colleagues across the bureaucracy.
  • Focus areas: Sessions emphasised empathy, accountability, collaboration and responsiveness. Participants learned how to simplify procedures, use digital tools and communicate better with citizens.
  • Capacity Building Commission: The CBC sets competency frameworks, develops standardised curricula and monitors the quality of training across the government. It promotes lifelong learning to prepare public servants for emerging challenges.

Why it matters

India’s bureaucracy often faces criticism for being process‑oriented and inward‑looking. By focusing on service‑mindset, the Jan Seva Programme seeks to improve the experience of citizens interacting with government offices. Building a cadre of skilled trainers is also expected to institutionalise behavioural change and make service delivery more efficient.
