Why in news?
The Territorial Army and CyberPeace launched the third Terrier Cyber Quest on 21 August 2026. The national competition seeks practical solutions for cyber defence, artificial intelligence and online safety. Registration remains open until 31 August. Online shortlisting will run from 1 to 10 September. Finalists will compete in New Delhi from 6 to 8 October, followed by awards on 9 October.
What the competition includes
The 2026 edition has three tracks. Bug Hunting tests whether participants can identify and explain weaknesses in simulated systems. Artificial Intelligence Kavach asks teams to develop predictive threat intelligence and automated defensive tools. The Creators Challenge focuses on public communication against digital deception.
Each track addresses a different layer of cyber resilience. Technical discovery finds weaknesses before hostile actors exploit them. Automated analysis can process large volumes of activity. Public education helps users recognise manipulation. No one layer can protect a system alone.
Bug Hunting and safe testing
The bug-hunting track begins with an online capture-the-flag exercise. Participants solve security problems within an authorised environment. Shortlisted candidates then work in a live sandbox during the finale. A sandbox isolates testing from operational networks. It allows experimentation without exposing real public systems.
Responsible vulnerability research needs precise scope and disclosure rules. Participants should test only systems named by organisers. A useful report explains the weakness, impact and reproducible steps. It also proposes practical mitigation. Public release should wait until owners can address serious flaws.
Artificial Intelligence Kavach
The Artificial Intelligence Kavach track invites systems for anomaly detection and threat prediction. A model might identify unusual network behaviour or suspicious account activity. Automation can help analysts prioritise alerts. It cannot independently decide every security response with complete reliability.
Training data may contain gaps or bias. Attackers can also change behaviour to evade detection. False alarms waste time, while missed threats create danger. Judges should therefore examine accuracy, explainability and operational cost. Human review remains necessary for high-impact decisions.
The Creators Challenge
This track covers deepfakes, phishing, scams and misinformation. Participants may create accessible material that helps citizens recognise harmful content. Good communication should explain verification steps instead of spreading fear. It should also work across languages, ages and different levels of digital literacy.
Deepfakes use artificial intelligence to generate or alter audio, images and video. Phishing messages imitate trusted organisations to steal information or money. Their methods evolve quickly. Awareness campaigns should teach people to verify through official channels and report suspicious contact.
The Territorial Army’s role
The Territorial Army forms part of India’s wider military structure. It allows eligible citizens to serve while maintaining civilian professions. Its units can relieve regular forces from selected duties. They also assist civil authorities during natural disasters and essential-service emergencies.
The Territorial Army Act dates from 1948, and the force was inaugurated in 1949. Official information describes around 44,400 personnel across 59 units. A cyber competition extends the citizen-soldier idea into digital skills. It does not convert all participants into military personnel.
Who can participate
The published terms allow Indian citizens aged at least 18 years to enter. Eligible groups include students, researchers and professionals with relevant backgrounds. Entries may be individual or team-based, subject to the rules. Participants must follow intellectual-property, conduct and authorised-testing requirements.
Broad participation can reveal talent outside established institutions. It may connect technical experts with defence and public-interest problems. From competition to useful capability
A hackathon can produce prototypes quickly. It cannot prove long-term security, scale or reliability. Promising tools need independent testing against new data and adversarial behaviour. Winning Terrier Cyber Quest shows performance under competition conditions. It does not automatically certify a product for military or public deployment. Any real use needs security testing, procurement review and sustained support.
