Why in news?
The Enforcement Task Force of the Commission for Air Quality Management in the National Capital Region (NCR) and Adjoining Areas (CAQM) held its 128th meeting on 26 March 2026. The meeting reviewed 175 inspections of construction sites, industrial units and diesel generator sets, recommending closures and penalties for offenders.
Background
The CAQM was formed via an ordinance in October 2020 (later enacted as law) to coordinate efforts across Delhi, Haryana, Punjab, Rajasthan and Uttar Pradesh to combat air pollution in the NCR. It replaced the Environment Pollution (Prevention and Control) Authority and has overriding authority to issue directions, restrict activities and impose penalties. The Commission comprises a chairperson appointed by the central government, representatives from states, experts from the Central Pollution Control Board and Indian Space Research Organisation, and members from NGOs.
Enforcement actions and findings
- Between 14–26 March 2026, flying squads inspected 23 construction and demolition sites, 37 industrial units and 114 diesel generator locations.
- The Task Force proposed closure of 10 units for severe non‑compliance, sealing of 27 diesel generator sets and issuance of show‑cause notices to 8 units. Environmental compensation was recommended for one unit.
- The meeting directed squads to focus on diesel generators, road dust, construction sites and stone crushers, and to restructure teams for more targeted enforcement.
Significance
- The CAQM’s integrated authority helps overcome fragmented jurisdiction and ensures consistent pollution control measures across the NCR.
- Regular inspections and strict penalties are crucial for improving air quality and protecting public health, especially during winter smog episodes.
