Why in News?
At the April 2026 meeting of the Common Criteria Recognition Arrangement (CCRA) in Tokyo, member states unanimously nominated India to chair the Common Criteria Development Board (CCDB) for the 2026–2028 term. This is the first time India will lead the technical body responsible for global IT security evaluation standards.
Background
The Common Criteria Recognition Arrangement facilitates international trade in secure digital products by allowing IT security certificates issued in one member country to be recognised by others. The CCDB is the technical backbone of the arrangement. It manages the evolution of the Common Criteria (CC) standards for evaluating the security of information technology products and systems and oversees the Common Evaluation Methodology (CEM). The board also maintains the CC portal, coordinates technical work programmes and provides guidance to national certification bodies.
Role of the CCDB
- Develops and updates the CC standards and CEM, ensuring they address emerging technologies such as cloud computing, artificial intelligence and Internet‑of‑Things devices.
- Coordinates technical harmonisation among certificate‑issuing nations to maintain mutual recognition and avoid duplication of evaluations.
- Oversees the CC portal, which provides public access to certified products and technical documents.
- Supports capacity‑building in certificate‑consuming nations so that their procurement agencies can assess and trust certified products.
Significance of India’s Nomination
- Leadership in cybersecurity – Chairing the CCDB allows India to shape global IT security standards, reflecting its growing technological capabilities.
- Representation – India has been a CCRA certificate‑authorising member since 2013. The nomination recognises its experience in running national evaluation labs under the Ministry of Electronics and Information Technology (MeitY) and the Standardisation Testing and Quality Certification (STQC) Directorate.
- Opportunities – Leading the board will enable India to advocate for inclusive standards that consider the needs of developing countries and to build expertise in security evaluation of emerging technologies.
