The Centre for Development of Telematics (C‑DOT) has received the SKOCH Award 2025 for its indigenously developed Cell Broadcast Solution, a system that delivers geo‑targeted emergency alerts to mobile phones. The award recognises excellence in technology that serves public welfare.
Background
C‑DOT is the government’s premier telecom research and development centre. In recent years, India has witnessed severe weather events, floods and earthquakes where timely alerts can save lives. Cell broadcast technology allows messages to be sent simultaneously to all mobile devices in a specific area without congestion. Recognising this potential, C‑DOT developed a comprehensive platform to integrate alert agencies, telecom operators and disaster management authorities.
Features of the Cell Broadcast Solution
- Real‑time dissemination: Enables authorities to send warnings within seconds of receiving hazard information, ensuring citizens have time to act.
- Multi‑network support: Compatible with 2G, 3G, 4G and 5G networks, ensuring wide coverage even in remote areas.
- Integrated alerts: Connects to multiple alert generators such as the India Meteorological Department (weather), the Central Water Commission (floods), the Indian National Centre for Ocean Information Services (tsunamis) and the Forest Survey of India (forest fires).
- Unified platform: Brings together mobile service providers for message delivery and state and national disaster management authorities for approval and coordination.
- Geo‑targeting: Supports precise targeting down to district or neighbourhood level and delivers alerts in up to 21 Indian languages.

- Disaster resilience: Faster and more accurate alerts can reduce casualties and property damage by enabling early evacuation and preparedness.
- International alignment: The system is in line with the United Nations’ Early Warnings for All initiative and the International Telecommunication Union’s Common Alerting Protocol.
