An India Meteorological Department scientist said the reported event did not meet the formal threshold.

The station received about 137 millimetres over eight or nine hours, not one hour.

The episode showed why destructive flooding does not automatically establish a cloudburst.

Background

A cloudburst is an extremely intense rainfall event concentrated within a short period and small area.

The India Meteorological Department uses at least 100 millimetres of rain within one hour.

The affected area is usually about 20 to 30 square kilometres.

Core threshold: Rainfall must reach 100 millimetres or more within one hour over a small area.

How does a cloudburst form?

  1. Warm, moisture-rich air rises rapidly through convection or along a mountain slope.
  2. Cooling water vapour condenses and builds a deep, moisture-filled convective cloud.
  3. Strong upward currents sustain droplets and ice particles while their sizes increase.
  4. A slow-moving or repeatedly regenerating cell concentrates rain above one locality.
  5. Precipitation then reaches exceptional hourly intensity across that limited area.

The expression does not mean that a cloud physically ruptures or stores water like a container.

Mountains and cloudbursts

Cloudbursts can occur over plains, but mountainous terrain often creates favourable lifting conditions.

Moist air rises along steep slopes, cools quickly and may generate intense convection.

Narrow valleys can then channel runoff, debris and sediment towards settlements.

The Himalayan region is especially vulnerable because steep slopes intensify these downstream consequences.

Cloudburst, heavy rain and flash flood

Term Meaning Important distinction
Cloudburst At least 100 millimetres within one hour over a small area. Classification requires high-resolution rainfall observations.
Heavy rainfall Large rainfall measured during a stated reporting period. A high daily total may remain below the hourly cloudburst threshold.
Flash flood A rapid rise of water across a catchment or drainage channel. It describes the hydrological result, not one specific rainfall category.

Several hours of rain can saturate soil and produce severe floods without any cloudburst.

Dam failure, glacial outbursts or blocked channels can also cause flash flooding.

Why identification is difficult

  • A daily rain gauge total cannot prove that 100 millimetres fell within one hour.
  • Sparse mountain stations may miss highly localised rainfall peaks between observation sites.
  • Weather radar can estimate spatial intensity, but difficult terrain may obstruct coverage.
  • Damage reports alone cannot establish the precise meteorological classification.
Exam caution: Never label every sudden flood a cloudburst. Confirm the one-hour intensity, affected area and observation method first.
