Why in news?

Background

The Changpa are semi‑nomadic pastoralists who live on the Changthang plateau of eastern Ladakh. This high‑altitude cold desert lies at elevations above 14,000 feet. The Changpa move seasonally between summer and winter pastures, herding Changthangi goats (also called pashmina goats), yaks and sheep. The goats produce an exceptionally fine undercoat that is combed during spring and sold as pashmina fibre. For centuries the Changpa bartered pashmina and salt with valley communities in exchange for grains. Their lifestyle is closely tied to Tibetan Buddhism and they maintain deep spiritual relationships with their animals and the land.

New initiatives

  • Incentive programme: Eligible herders will receive a 25 percent incentive over the procurement price of raw pashmina through direct benefit transfer. Funds are earmarked: 60 percent for livestock improvement and scientific breeding, 20 percent for equipment such as combing tools and 20 percent for household needs.
  • Revolving fund: The ₹8 crore fund will be managed by the All Changthang Pashmina Growers Cooperative Marketing Society. It ensures that cooperatives can pay herders 50 percent of the procurement price upfront and the remainder within two months, reducing previous delays of up to ten months.
  • Population targets: The Ladakh Pashmina Development Board intends to double the pashmina goat population from about two lakh to four lakh in three years and increase average fibre yield from 200 grams to 350 grams per goat through scientific techniques.
  • Youth engagement: By making pashmina herding more profitable, authorities hope to retain younger members of the Changpa community in their traditional occupation.

About the Changpa community

  • High‑altitude pastoralists: The Changpa inhabit the Changthang Wildlife Sanctuary area. They practise transhumance to manage scarce resources and avoid overgrazing.
  • Pashmina goats: The Changra goat produces a soft undercoat adapted to survive temperatures below −40 °C. The fibre forms the base material for world‑famous Kashmiri pashmina shawls.
  • Yaks and sheep: Yaks provide milk, wool and transport, while sheep offer meat and additional wool. Yak hair is used to weave the black tents (rebo) in which the Changpa live.
  • Spiritual beliefs: The Changpa follow Tibetan Buddhism. Their camps are adorned with prayer flags, and monasteries like Korzok are central to social life. They treat their animals with reverence, only consuming meat when animals die naturally or are very old.
