Why in news?
Since late August 2025 the CoWIN portal used for COVID‑19 vaccination certificates has been temporarily offline due to an upgrade. Millions of users have been unable to download their certificates, prompting discussions about the portal’s features and the importance of digital public goods.
What is CoWIN?
CoWIN (COVID Vaccine Intelligence Network) is a government platform launched in January 2021 to manage vaccination logistics. It records vaccine stocks, schedules appointments, tracks doses and issues digital certificates. The platform integrates with the Aarogya Setu app and various state systems, enabling a coordinated vaccination campaign across India.
Key modules
- Orchestration: Manages supply chains and cold‑chain logistics to ensure vaccines reach session sites.
- Citizen registration: Allows individuals to schedule appointments, choose vaccination centres and receive notifications.
- Vaccinator module: Helps health workers verify beneficiaries, record doses and update inventories.
- Certificate module: Generates digital certificates with QR codes that serve as proof of vaccination.
Significance
- CoWIN enabled the administration of over two billion vaccine doses across a vast population, demonstrating the power of digital platforms for public health.
- It has been offered as an open‑source tool to other countries, showcasing India’s capacity to develop global public goods.
- The outage highlights the need for robust infrastructure and backup systems to ensure continuity of essential digital services.
