Why in news?

The Union Budget 2026‑27 introduced two schemes to empower persons with disabilities (Divyangjan). The Divyangjan Kaushal Yojana will provide customised skill training and employment support, while the Divyang Sahara Yojana aims to improve access to high‑quality assistive devices. These programmes underscore the government’s commitment to inclusive growth and align with the vision of Sabka Saath, Sabka Vikas.

Background

India is home to millions of persons with disabilities who often face barriers to education, employment and mobility. Existing schemes, such as the Pradhan Mantri Divyasha Kendra programme, offer assistive aids and rehabilitation services. However, gaps remain in industry‑linked training and availability of advanced assistive technologies. The new schemes aim to address these shortcomings.

Divyangjan Kaushal Yojana

  • Industry‑relevant training: The scheme will offer customised vocational training to persons with different disability groups in sectors such as information technology, animation, visual effects, gaming and comics (AVGC), hospitality, and food and beverage services.
  • Task‑oriented roles: The chosen sectors involve process‑driven tasks that can be adapted to various physical and cognitive abilities, ensuring dignified livelihoods.
  • Employment pathways: By aligning training modules with industry needs, the programme aims to improve employability and facilitate placements in formal jobs or entrepreneurship.

Divyang Sahara Yojana

  • Assistive technology access: The scheme will support the Artificial Limbs Manufacturing Corporation of India (ALIMCO) in scaling up production and integrating advanced technologies, including artificial intelligence, into assistive devices.
  • Retail centres: Modern Assistive Technology Marts will be established where persons with disabilities and senior citizens can try and buy aids in a user‑friendly setting.
  • Strengthening existing centres: Existing PM Divyasha Kendras will be enhanced to provide comprehensive rehabilitation services and demonstration of devices.

Significance

  • Promotes inclusion by equipping Divyangjan with market‑oriented skills and facilitating their integration into the workforce.
  • Improves independence and quality of life through better availability of affordable, technologically advanced assistive devices.
  • Supports India’s long‑term vision of accessible infrastructure and inclusive economic participation for persons with disabilities.
