Why in news?

The World Organisation for Animal Health reviewed the spread of foot-and-mouth disease (FMD) serotype SAT1. Notifications show movement beyond its traditional southern African range since 2025. Several countries reported their first SAT1 occurrence during 2026. Indian authorities issued guidance for a suspected incursion.

What is foot-and-mouth disease?

Foot-and-mouth disease (FMD) is a highly contagious viral disease of cloven-hoofed animals. It affects cattle, buffaloes, pigs, sheep, goats and susceptible wildlife. Fever and painful blisters can develop around the mouth, feet and teats. Infected animals may stop eating or become lame.

Most adult animals survive, but production losses can remain severe. Milk output, weight gain and fertility may decline. Young animals can die from heart damage or lack of milk. Outbreak controls also interrupt animal movement, markets and international trade.

FMD is not the human childhood illness called hand, foot and mouth disease. That illness is caused by different viruses. Animal FMD is not readily transmissible to people. Its main importance lies in animal welfare, farming livelihoods and economic disruption.

What does SAT1 mean?

The FMD virus belongs to the genus Aphthovirus within the family Picornaviridae. Seven serotypes are recognised: O, A, C, Asia1, SAT1, SAT2 and SAT3. SAT means Southern African Territories. SAT1 is therefore a serotype, not a new disease.

Immunity to one serotype does not reliably protect against another. Vaccines must also match circulating strains closely enough. This makes laboratory typing essential after suspected outbreaks. A country using vaccines for common local serotypes may need different preparedness for SAT1.

SAT1 was first identified in southern Africa in 1948. It appeared occasionally in parts of Europe and the Middle East during the 1960s. The recent event is therefore a major geographic reappearance. It is not the serotype’s first discovery or a sixty-year worldwide absence.

How the recent spread developed

Official notifications show increasing movement from 2025 onward. Iraq, Kuwait, Egypt and Azerbaijan reported their first SAT1 occurrences during 2025. Türkiye, Lebanon and Greece recorded it again after about sixty years. These events established a route of concern beyond southern Africa.

During 2026, Israel, Cyprus, Palestine, China and Mongolia reported their first SAT1 occurrences. That sequence follows notifications to the World Animal Health Information System. It does not prove one direct transmission chain between every country. Genetic and movement investigations are needed for route reconstruction.

Southern African countries also reported outbreaks during 2026. Some affected areas had recognised FMD-free status. The geographic pattern now stretches across Africa, West Asia, the eastern Mediterranean and parts of Asia. National outbreak conditions and control capacities still differ greatly.

How FMD spreads

Infected animals release virus through breath, saliva, milk and other secretions. Direct animal contact can spread it rapidly. Contaminated vehicles, clothing, feed or equipment can also carry virus. Under suitable conditions, infected aerosols may move through the air.

Sheep and goats can show mild or hidden infection. They may move before disease is recognised. Informal trade and uncontrolled livestock movement therefore increase risk. Laboratory testing is urgent because several animal diseases can produce similar blisters.

Why the economic impact can be large

FMD can close export markets even when adult mortality remains low. Farmers lose milk, growth and breeding performance. Movement bans can crowd farms and disrupt feed supply. Governments also bear surveillance, vaccination, compensation and cleaning costs.

The Food and Agriculture Organization found uneven vulnerability across Asia and the Pacific. Smaller livestock-dependent economies may face the greatest wider shock. Trade losses can equal or exceed direct production losses. Economic planning must therefore accompany veterinary response.

India’s position and preparedness

The Indian Council of Agricultural Research has issued emergency guidance for a suspected SAT1 incursion. That document sets preparedness procedures rather than announcing a laboratory finding. Public claims require confirmed testing and official notification. Suspicion and confirmation must remain clearly separated.

India already runs mass FMD vaccination through the National Animal Disease Control Programme. The programme covers cattle, buffaloes, sheep, goats and pigs. Surveillance, virus typing and movement controls also form part of its design. Existing vaccines may need reassessment against a different serotype.

Control priorities

Regional data sharing is essential because the virus ignores political borders. Notifications should include serotype, location and control action. Sequence sharing can identify relationships between outbreaks. Joint risk assessment can guide vaccine selection and targeted surveillance.

Conclusion

SAT1’s spread is a serious transboundary animal-health warning, not a new human epidemic. Its recent range reaches far beyond southern Africa and requires matched surveillance. India’s guidance reflects preparedness rather than confirmed domestic infection. Fast reporting, laboratory typing and coordinated vaccination can reduce welfare and livelihood losses.
