Why in news?
On 21 February 2026 India’s Minister of State for Science and Technology, accompanied by a delegation from India’s science agencies, met Rwanda’s Minister of Education in Kigali. The two countries agreed to deepen cooperation in artificial intelligence (AI), biotechnology, nuclear energy and other cutting‑edge fields. Rwanda invited Indian companies and researchers to invest in its innovation hubs.
Background
Rwanda is a small, landlocked country in East Africa, often called the “land of a thousand hills.” Despite past challenges, it has invested heavily in education, information technology and infrastructure to transform itself into a knowledge‑based economy. India, with its large pool of scientists and fast‑growing startup ecosystem, has sought to expand scientific partnerships with African nations. The two countries established diplomatic relations in 1999 and have collaborated on agriculture, defence and health projects.
Highlights of the meeting
- Emerging technologies: Discussions covered the application of AI in healthcare, agriculture and public services; biotechnology research for vaccines and diagnostics; and peaceful uses of nuclear science, including cancer treatment and food irradiation.
- Innovation hubs: Rwanda showcased its Kigali Innovation City and other technology parks designed to attract startups and researchers. Indian delegates expressed interest in setting up incubators and training programmes.
- Capacity building: India offered scholarships and training for Rwandan students and researchers in its institutions. Joint workshops, faculty exchanges and online courses were proposed.

- Strengthening bilateral ties: Collaboration in science and technology complements existing cooperation in trade and agriculture, deepening the partnership between India and Rwanda.
- Supporting Rwanda’s vision: By leveraging Indian expertise, Rwanda aims to advance its education and innovation agenda, create high‑skill jobs and boost economic diversification.
