Why in news?

The National Commission for Scheduled Tribes (NCST) celebrated its 23rd Foundation Day at the Civil Services Officers’ Institute in New Delhi. Union Tribal Affairs Minister Jual Oram and Minister of State Durga Das Uikey attended the event, which highlighted the Commission’s work and released a comprehensive NCST Handbook.

Background

The NCST was established in 2004 through the Constitution (89th Amendment) Act by inserting Article 338A. It is a constitutional body mandated to safeguard the rights of Scheduled Tribes. The Commission’s functions include monitoring the implementation of constitutional safeguards, investigating complaints, participating in planning for tribal development and presenting annual reports to Parliament. It comprises a Chairperson, Vice‑Chairperson and three Members appointed by the President.

Highlights of the Foundation Day event

  • Showcasing achievements: The NCST screened a video summarising its interventions, policy suggestions and coordination with states to protect tribal rights.
  • Release of NCST Handbook: Minister Jual Oram launched a handbook explaining the Commission’s functions and responsibilities, along with a magazine documenting activities from July–December 2025.
  • Speeches: The Minister emphasised the government’s commitment to education, health, livelihoods and infrastructure for Scheduled Tribes. Commission members highlighted the need for forest rights, land protection, skill development and improved grievance redressal.
  • Cultural performances: A street play on tribal rights was staged, celebrating indigenous cultures and raising awareness about constitutional protections.
