Why in news?

The Ministry of Panchayati Raj launched the Panchayat Assistance and Messaging (PANCHAM) system on 25 January 2026. Designed as a WhatsApp‑based chatbot, the initiative aims to provide real‑time information about government schemes and training to more than 2.6 lakh gram panchayats across India. The announcement drew attention as it marks a step toward transparent, technology‑enabled local governance.

Background

PANCHAM was developed jointly by the Ministry of Panchayati Raj and UNICEF using RapidPro technology. It integrates with the eGramSwaraj portal and leverages the BHASHINI initiative to offer multilingual support in 22 Indian languages. The system uses contact details of elected panchayat representatives to broadcast updates and deliver tailored information, reducing reliance on intermediaries. A pilot project before the launch showed high adoption rates, with many panchayats responding to training-related messages.
