State Innovation Mission (SIM)

Why in news?

The Atal Innovation Mission (AIM) of NITI Aayog launched the country’s first State Innovation Mission in Tripura on 26 February 2026. The move, part of the AIM 2.0 programme, aims to embed innovation and entrepreneurship into the state’s long‑term development strategy.

Background

The Atal Innovation Mission was created in 2016 to foster a culture of innovation and entrepreneurship across India. It has established thousands of Atal Tinkering Labs in schools, incubation centres in universities, and nationwide challenges that fund innovative ideas. Under AIM 2.0 the mission is extending its support to states and union territories through the State Support Mission. The newly launched SIM serves as a long‑term institutional mechanism to help states build inclusive and context‑specific innovation ecosystems aligned with national priorities.

Main objectives and activities

  • Strategic planning: Design and implement a state‑level innovation strategy that leverages local strengths and addresses development goals.
  • Policy and regulatory support: Strengthen innovation policies, streamline regulations and create a supportive environment for entrepreneurs.
  • Partnerships and collaboration: Facilitate cooperation among government, academia, industry and civil society; encourage peer learning and national‑level collaboration.
  • Support for startups: Provide access to infrastructure, mentorship and funding across the entire innovation lifecycle — from school education to high‑growth enterprises.
  • Inclusive development: Ensure regional balance and inclusion of women, tribal communities and other under‑represented groups in the innovation ecosystem.

Tripura’s initiatives under SIM

  • Tripura Institution for Transformation (TIFT): The SIM will be institutionalised under TIFT, which will coordinate innovation activities across the state.
  • T‑NEST incubator: A dedicated facility called Tripura – Nurturing Entrepreneurship and Startups (T‑NEST) will incubate startups and promote “Make from Tripura” solutions.
  • District innovation centres: Each of the state’s eight districts will host an innovation centre linked to T‑NEST, with special focus on women and tribal innovators.
  • District Innovator Fellowship: A fellowship programme will identify and support grassroots innovators with structured mentoring.
  • AI Policy and AI City: Tripura plans to develop a state AI policy and create an AI City in Agartala with help from global technology partners.

Significance

The State Innovation Mission demonstrates how states can tailor national programmes to their own contexts. By nurturing local talent and encouraging collaboration, Tripura aims to become a hub for innovation‑driven growth while promoting social inclusion and regional balance.
