Why in news?

For the first time since its formation, the Indian Army's Territorial Army (TA) is preparing to induct women soldiers into combat units. The new policy, announced in mid-November 2025, will allow women to serve in TA battalions deployed in Jammu and Kashmir and the North-East. This marks an important step toward gender inclusion in India's reserve forces.

Background

The Territorial Army is a part-time volunteer reserve component of the Indian Army. Created by an Act of Parliament in 1948, it enables civilian professionals to serve the nation in uniform while continuing their regular occupations. The motto of the TA is "Savdhani Va Shoorta" (Vigilance and Valour). Its units help relieve the regular army from static duties and assist civil authorities during emergencies. Until now, only men were eligible to join combat arms; women served in supporting roles such as doctors and nurses. The Army's Corps of Military Police began inducting women soldiers only in 2021.

Key aspects of the new policy

  • Opening combat units: Women volunteers will be allowed to join TA battalions deployed in counter-insurgency roles in Jammu and Kashmir and the North-East. At first, vacancies will be limited and training will be tailored to operational needs.
  • Part-time nature: As with male TA members, women will serve on a part-time basis. They typically undergo annual training and may be called up for full-time duty during emergencies or operations.
  • Broader reforms: The decision reflects ongoing efforts to integrate women into various arms of the Indian military. In recent years the Army, Navy and Air Force have opened combat flying, sailing and armoured roles to women officers. The new policy extends that momentum to the reserve force.

Significance

Inducting women into the Territorial Army will help tap a wider talent pool and foster gender equality within India's defence forces. It also acknowledges the crucial role played by women during the COVID-19 pandemic and border tensions, when many volunteered for medical and logistical support. By allowing women to participate in counter-insurgency operations, the Army signals a shift towards greater inclusiveness while maintaining operational effectiveness.
