Canada plans permanent-residency routes for people already living there
Where it stands
Canada plans a one-time opportunity for up to 200,000 temporary residents already in the country to obtain permanent residence. The measure is intended for 2027 and adds space beyond the annual immigration targets. The government set it out with its new immigration plan on 5 November 2026. Up to 100,000 places concern workers, with provinces and territories helping identify people who meet regional labour needs. Another group of up to 100,000 concerns existing humanitarian commitments and specified family-reunification cases. Eligibility depends on the applicable pathway; simply holding a temporary permit does not guarantee selection. For someone selected, the change would replace a time-limited stay with permanent-resident status. Permanent residents can live, work or study anywhere in Canada, subject to their continuing legal obligations. They remain distinct from Canadian citizens. The proposal matters to people already building lives in Canada, including eligible Indian residents.
Background
A temporary resident is allowed to stay in Canada for a limited purpose or period. Students and foreign workers commonly hold such status. Permanent residence gives a different legal position, including the ability to live and work across the country. It comes with obligations for maintaining that status. Canada sets immigration targets to plan the scale and composition of admissions. Permanent-resident admissions can include people already living in Canada who change status. Counting such an admission as a new arrival from abroad would misdescribe what happens to that person. The new plan keeps annual permanent-resident admissions at 380,000 and new temporary arrivals at 370,000 for 2027–2029. The one-time measure is additional to those regular targets. It focuses on people already established in Canada and on existing commitments and application inventories. For the worker group, provincial nominations provide a way to match applicants with regional needs. The humanitarian and family group draws on specified existing pathways and pending cases. The stated total is an upper limit for these identified groups. A person’s selection depends on the conditions of the relevant pathway.
How it developed

5 November 2026How it started
The plan sets out two groups for additional permanent-resident places
Canada’s immigration department describes a workers group of up to 100,000 and another group of up to 100,000. The second concerns existing humanitarian commitments and specified family-reunification inventories. The workers measure includes additional provincial nomination space for people already in Canada. The government wants to meet labour needs while reducing the share of temporary residents. Changing an existing resident’s status can serve that aim without bringing that person across the border again. The measures target 2027, and selection must follow the relevant programme conditions.
Why it matters for UPSC
For GS2, connect migration policy with the Indian diaspora and federal coordination. Distinguish a new arrival, a change of immigration status and citizenship when interpreting admission targets.
