LPG refill subsidy will require Aadhaar authentication from 1 October
Where it stands
Domestic LPG consumers who have not completed biometric Aadhaar authentication will need to do so before booking subsidised refills from 1 October 2026. The petroleum ministry announced the requirement on 19 September. Consumers who have already completed authentication do not need to repeat it, and their refill bookings can continue as before. The change therefore affects the remaining unverified connections, not every household in the same way. For an unverified consumer, completing authentication will enable refill booking at the regulated retail price with the applicable subsidy. The process can be completed during cylinder delivery, at the distributor’s showroom or through the oil company’s mobile app. This gives consumers alternatives to making a separate visit to the distributor. By 19 September, 27.43 crore consumers had completed authentication, representing 89.9% of active domestic LPG consumers. A consumer who cannot or does not wish to authenticate is not barred from buying LPG altogether. The ministry provides an alternative: register that choice through the oil company’s channels and buy 5 kg or 10 kg cylinders at market prices. Those cylinders would carry no subsidy and would depend on local availability with the oil company. The practical distinction is therefore between continuing subsidised domestic refills after verification and using the specified unsubsidised route. The announcement should not be read as a promise that the same subsidised cylinder remains available without authentication.
Background
A cooking-gas subsidy makes fuel cheaper for a household than it would be without government support. To direct that support to eligible consumers, the delivery system needs to establish who holds each connection. Aadhaar authentication is an identity check within that system; it is not a new LPG connection or a new subsidy payment. The government began the biometric authentication exercise in October 2023 and extended its completion deadline several times. Many consumers completed the check while others continued without completing it. The new announcement makes completion a condition for subsidised refill booking from a specified date. That is why the first question for an existing customer is whether authentication is already recorded, not whether everyone must enrol again. The policy aims to make subsidy delivery more targeted by linking the connection to an authenticated person. For consumers, however, the effect also depends on whether the verification process is accessible and works when needed. Multiple completion channels may reduce inconvenience, but access to a distributor, a suitable phone or delivery assistance can still matter. The ministry’s market-price option preserves a route to obtain gas without authentication; it does not preserve the subsidy on that purchase.

The petroleum ministry says consumers can complete authentication through the delivery person’s oil-company app when receiving a refill. They can also visit the distributor or use the relevant company app: IndianOil ONE, Hello BPCL or HP PAY. Consumers who have completed the exercise are explicitly exempt from doing it again. For those who remain unverified, subsidised booking will be enabled after authentication. Consumers choosing the unsubsidised option can register through the company’s website, mobile app, WhatsApp, automated telephone service or other available channels. The specified alternative uses 5 kg or 10 kg cylinders at market prices, subject to local availability with the oil company. These are different purchase terms, not merely another way to collect the same subsidised refill.
Why it matters for UPSC
For GS2, examine how digital identity can support targeted welfare while creating access and authentication challenges. For GS3, distinguish a subsidised price from an unsubsidised market price. Explain the consequences for verified and unverified consumers separately, rather than describing all LPG customers as facing an identical new burden.
