Why in news?
The National Dam Safety Authority has pressed Jharkhand to strengthen its dam-safety organisation, evaluations and emergency planning. A Ministry of Jal Shakti release on 15 September described a review meeting and visits undertaken on 8–9 September. The authority oversees implementation of the national statutory framework intended to prevent dam-failure disasters. The review called for dam-wise evaluation plans, independent experts, updated operating documents and time-bound rehabilitation of identified dams. This matters because a dam can remain in use while safety weaknesses require investigation and repair. The directions are not evidence that repairs have already been completed. The central issue is whether inspections lead to funded, technically assessed action and workable warnings for communities at risk.
How the national and state responsibilities fit together
The Dam Safety Act, 2021 creates a framework for surveillance, inspection, operation and maintenance of specified dams. At national level, the National Committee on Dam Safety develops policies and recommends standards. The National Dam Safety Authority, established under the Act, implements that framework and provides technical and regulatory coordination. The committee and the authority therefore perform related but different jobs.
At state level, a State Committee on Dam Safety reviews priorities, while a State Dam Safety Organisation carries out continuing oversight. A dam’s owner remains responsible for its operation and maintenance. This separation prevents a common misunderstanding: the existence of a national regulator does not transfer every day-to-day operating duty away from the owner.
The Act also provides special jurisdictional arrangements. For example, the national authority performs the state organisation’s role for a specified dam owned by a central public-sector undertaking. The same provision covers dams extending across states or located in one state but owned by another. These arrangements address cases where ordinary state-level oversight alone would leave overlapping responsibilities.
Which dams come within the specified category?
The Act covers dams above 15 metres in height, measured from the lowest general foundation level to the top. Dams between 10 and 15 metres can also qualify if they meet at least one additional condition. Height alone is therefore not the complete statutory test.
Those additional conditions include a crest at least 500 metres long or a reservoir capacity of at least one million cubic metres. Another is a maximum flood discharge of at least 2,000 cubic metres per second. Specially difficult foundations or an unusual design also qualify. These criteria recognise that storage, flood handling and engineering complexity can matter alongside height.
What the Jharkhand review sought
The Ministry’s account records a meeting on 8 September and visits to Nalkari, also known as Patratu Dam, and Latratu Dam. Officials called for a dedicated state dam-safety organisation rather than relying only on a committee arrangement. They also sought budget provision and training, reflecting the need for continuing technical work rather than occasional review meetings.
The review asked for independent expert panels and schedules for comprehensive evaluations. It also called for emergency plans and operating manuals to be placed on the national dam-management system. For dams identified under Category II, it sought time-bound rehabilitation planning. The release does not establish that this classification means imminent collapse, so that conclusion cannot be drawn from the label.
Routine inspection and comprehensive evaluation are different
A routine inspection checks the dam’s condition and identifies warning signs requiring attention. The Act requires owners to arrange pre-monsoon and post-monsoon inspections through their dam-safety units. Further inspections are required during and after specified events, including floods and earthquakes, or when distress or unusual behaviour appears. Inspection reports must then reach the oversight organisation for examination.
A comprehensive evaluation goes further. Independent experts review the design, construction history, operating performance and relevant flood and earthquake considerations. This can identify a need for additional studies, altered operating procedures or physical repairs. Its purpose is not merely to produce a certificate; it provides an evidence-based diagnosis from which corrective action can be planned.
Funding is part of that chain. The Act requires owners to earmark sufficient funds for maintenance and repairs. Where an evaluation recommends remedial work, the state organisation must pursue timely implementation with the owner. A documented defect without responsibility, finance or follow-up remains an unresolved safety issue.
Preparing for the consequences, not only the structure
An emergency action plan addresses what happens if a dangerous situation develops. Under the Act, it must identify likely emergencies, potentially affected areas and warning procedures. Inundation maps show where escaping water may spread. Consultation with disaster-management agencies and other relevant departments is necessary because the response extends beyond engineers working at the dam.
Operating manuals serve a different purpose: they guide the normal and emergency operation of the structure and its equipment. Both documents are needed. A sound manual cannot replace community warnings, while an evacuation plan cannot repair a defective gate. The review’s emphasis on records, experts and rehabilitation links these separate parts of preparedness.
Conclusion
The Jharkhand review is an implementation test for the dam-safety framework. The next meaningful results are functioning oversight, completed evaluations, financed remedial work and usable emergency arrangements. Each finding needs an accountable owner and a verified response. Communities gain protection when the recommended measures are implemented, rather than merely recorded in an inspection report.
