UN Peacekeepers in South Sudan: Attack Details & India's Stand

Why in news?

Gunmen ambushed a United Nations Mission in South Sudan patrol in Jonglei State on 24 August. Two Ethiopian peacekeepers were killed and seven other people were injured. India condemned the attack and called for a prompt investigation. It also stressed respect for United Nations personnel serving under Security Council mandates.

What happened near Pajut

The joint patrol was travelling towards Pajut in eastern Jonglei State. Unidentified armed people attacked it during the journey. The injured included three Ethiopian peacekeepers and two South Sudanese police officers. Two civilian mission staff were also hurt.

The United Nations Mission in South Sudan deployed a quick reaction force by road. It then evacuated injured people by air. The United Nations called the attack unacceptable. It warned that attacks on peacekeepers may constitute war crimes under international law.

What the United Nations Mission in South Sudan is

UNMISS means the United Nations Mission in South Sudan. The Security Council established it through Resolution 1996 on 8 July 2011. South Sudan became independent the following day. The original mission supported peace, security and state-building in the new country.

Armed conflict broke out again in December 2013. The Security Council then shifted greater attention towards civilian protection and humanitarian access. The mission also monitors human-rights violations and supports political dialogue. It works under Chapter VII of the United Nations Charter.

South Sudan’s geography

South Sudan is a landlocked country in East-Central Africa. Sudan lies to the north and Ethiopia to the east. Kenya and Uganda border the south-east and south. The Democratic Republic of the Congo and Central African Republic lie to the west.

The White Nile crosses the country from south to north. Its waters create the Sudd, one of the world’s largest wetland systems. Seasonal floods, limited roads and vast distances complicate movement. These conditions affect aid delivery and the mission’s response time.

Jonglei occupies a large eastern part of the country and borders Ethiopia. Wet-season flooding can isolate communities and reduce road access. Local conflict may involve political, armed and communal causes. The mission must operate across both difficult terrain and fragile security conditions.

Why peacekeeper patrols matter

Patrols can deter violence and collect information on civilian risks. They also support access for humanitarian organisations. Joint patrols with national police can build contact with local authorities. Their visibility, however, makes personnel vulnerable to ambush and targeted attack.

Mission effectiveness depends on mobility, intelligence and community trust. Rapid medical evacuation reduces deaths after an attack. Investigations require cooperation from national authorities. Without accountability, armed actors may see peacekeepers as easy targets.

India’s position and Resolution 2589

India’s Permanent Mission to the United Nations paid tribute to the Ethiopian personnel. It called for safety of mission staff and full accountability. India also referred to Security Council Resolution 2589. The Council adopted that resolution unanimously on 18 August 2021.

Resolution 2589 asks host states to protect United Nations mission personnel. It calls for investigation, arrest and prosecution after attacks. It also requested a database of crimes against peacekeepers. India led the Council discussion that produced this accountability framework.

The wider peace challenge

South Sudan’s peace process remains fragile after years of conflict. Political disputes interact with local violence and humanitarian need. Peacekeepers cannot replace a national settlement. They can protect space for aid and dialogue while parties pursue one.

Protection also needs disciplined mission conduct and adequate resources. Communities must be able to report threats safely. Patrol plans should use local knowledge without exposing informants. International support must therefore combine security, justice and political engagement.
