Cabinet widens disability-pension eligibility and raises central assistance
Where it stands
More people from poor households will qualify for central disability-pension assistance under changes approved on 14 October 2026. The Cabinet lowered the required disability level from 80% to 40% and removed the minimum age of 18. Children will therefore be eligible from birth, subject to the scheme's other conditions. The percentage is a disability-assessment threshold, not a share of income or a cut in the pension. Lowering it allows people with assessed disabilities between 40% and 79% to qualify. For example, an otherwise eligible adult with a certified 60% disability previously fell below the required threshold. That person meets the revised disability condition. Central monthly assistance also rises from ₹300 to ₹375 for the younger age group, now covering ages 0–79. For people aged 80 and above, it rises from ₹500 to ₹625. States can add their own assistance, so the central amount need not equal the total pension a person receives. The scheme remains limited to eligible below-poverty-line households. Approval is not proof that new payments have already reached bank accounts. The government said revised guidelines would be issued and implemented within three months of the Cabinet decision.
Background
Disability can create additional costs and make earning a regular income harder. A social-assistance pension provides some public support without requiring the recipient to build up a contribution-based retirement fund. Eligibility rules decide who can receive that support. Under the earlier central disability-pension scheme, the household had to meet the poverty condition. The applicant also had to be at least 18 and satisfy an 80% disability threshold. A poor household could therefore have a member with a substantial certified disability who still did not qualify. The new decision changes those two entry conditions. A lower disability threshold admits a wider group, while removing the age floor brings eligible children within the scheme. The household poverty requirement remains, so a 40% disability certificate alone does not make everyone eligible. The payment increase is a separate change. It raises the central contribution to an eligible person's pension; it does not require that person to pay a higher contribution. State additions can differ, which is why central rates should not be presented as a uniform final payment across India. The Cabinet also approved continuing the wider National Social Assistance Programme through 2030–31 and renaming it Pradhan Mantri Samajik Sahayata Yojana. Its old-age, widow and family-benefit components continue in their existing form. The disability changes should not be described as an identical increase for every pension scheme.

The revised scheme includes eligible children and more disabled adults
The Cabinet approved continuation of the social-assistance programme for 2026–27 to 2030–31. The disability component becomes Pradhan Mantri Divyangjan Pension Yojana. Its revised eligibility uses a 40% disability threshold and allows assistance from birth. The central monthly amounts become ₹375 for ages 0–79 and ₹625 for ages 80 and above. Other eligibility conditions still apply. The government gave a three-month window for guidelines and implementation, rather than confirming that all newly eligible households had already been enrolled.
Why it matters for UPSC
Distinguish a disability-eligibility threshold from a pension amount. Explain how a lower threshold and removal of the age floor expand access while the poverty condition remains. Connect social assistance with disability rights and separate Cabinet approval from payments actually delivered.
