Google signs a long-term nuclear power deal for Finland’s AI expansion
Where it stands
Google and Fortum signed a 22-year nuclear power purchase agreement on 9 September 2026 as Google announced €13 billion for Finland’s AI infrastructure. The investment is planned for 2027 and 2028. Power purchases from the existing Loviisa plant begin at a smaller level in 2028, reaching 50% of capacity for 2030–2049. Long-term sales give Fortum more certainty to fund continued operation and upgrades. This is a future electricity-supply arrangement, not the opening of a new reactor. The companies will also explore additional energy projects, whose construction is not assured by this agreement.
Background
Data centres run large numbers of computers and need electricity for both processing and cooling. Expanding AI services therefore creates a need for dependable power alongside new buildings and servers. Nuclear plants can provide low-carbon electricity without depending on sunlight or wind conditions. But keeping an ageing plant operating requires licences, maintenance and investment. A long-term buyer can make that investment easier to plan by providing predictable demand. Google’s agreement links its future electricity needs with work to extend the life of Fortum’s existing Loviisa plant.

Fortum’s Loviisa plant has 2 reactors that began commercial operation in 1977 and 1980. The plant supplies about 10% of Finland’s electricity. Its operating licences extend to 2050, but continued operation still needs investment in the existing facility. Fortum estimates a life-extension programme of about €1 billion. Securing a long-term customer helps provide the revenue certainty needed to plan that work.

Google’s separate €13-billion programme covers AI infrastructure in Finland during 2027 and 2028. The companies also agreed to explore further nuclear, renewable and flexible energy projects. Those exploratory plans are not approvals to build additional reactors. The purchase agreement concerns electricity; it does not transfer ownership of half the plant to Google.
