India and Belgium sign defence and energy pacts, aim to double trade

Belgium's Prime Minister Bart De Wever is visiting India from 2 to 4 September 2026. De Wever met Prime Minister Narendra Modi in New Delhi on 3 September 2026. The two defence ministries signed a Letter of Intent on exchanges and training. Defence companies of both countries signed several agreements. Both countries signed a renewed memorandum of understanding (MoU) on renewable energy. The two leaders aim to double bilateral trade in five years. De Wever called the conclusion of the India–European Union (EU) free trade agreement a major milestone. India and the EU concluded that deal on 27 January 2026. The deal is not yet signed. Modi said India grew 7.8 per cent in the last quarter. De Wever goes to Mumbai on 4 September 2026.
Background
Belgium set up diplomatic ties with India in 1947. Belgium is a member of the European Union (EU). Diamonds link Antwerp in Belgium with Mumbai and Surat. The last Belgian prime minister to visit India was Guy Verhofstadt in November 2006. Modi visited Belgium on 30 March 2016. Princess Astrid led a Belgian economic mission to India in March 2025. The mission signed 38 MoUs. India and Belgium held their first Strategic Dialogue in Brussels on 15 July 2026. De Wever took office in February 2025. De Wever was earlier the Mayor of Antwerp.

Belgian prime minister arrives for a three-day visit to India
Bart De Wever arrived in New Delhi on 2 September 2026. Minister of State for Defence Sanjay Seth received De Wever. De Wever came at the invitation of Modi. The visit runs from 2 to 4 September 2026. Belgium's Minister of Defence and Foreign Trade Theo Francken is in the delegation. Business leaders and defence companies are also in the delegation. The visit is the first by a Belgian prime minister in two decades. The two countries held their first Strategic Dialogue in Brussels on 15 July 2026.

Defence Minister Rajnath Singh met Theo Francken in New Delhi on 3 September 2026. The two ministers reviewed defence and defence-industry cooperation. The two sides agreed to expand ties through a defence cooperation dialogue, high-level visits, training and capacity building. Singh said several MoUs and contracts were signed under defence industrial cooperation. Singh said the aim is Belgian technology with Indian skill and scale. Both ministers spoke of maritime security in the Indo-Pacific.

Joint statement lists the agreements signed during the visit
India and Belgium issued a joint statement on 3 September 2026. The two defence ministries signed a Letter of Intent on exchanges, staff talks, training and research. The Central Bureau of Investigation (CBI) and Belgium's Federal Police signed an MoU on organised crime and cybercrime. Both countries signed a renewed MoU on renewable energy. The two sides launched an Investment Fast-Track Mechanism for Belgian and Indian investors. The two sides will back each other for United Nations Security Council seats: India for 2028-29, Belgium for 2037-38.

For GS2, the visit sits inside the wider India–EU partnership. Keep the stages of the India–EU trade agreement apart. Negotiations ended on 27 January 2026. Signing is expected by the end of 2026. The agreement is not in force yet. A Letter of Intent and an MoU are not binding treaties. The plan to double trade in five years is a target, not a result.
