Where it stands

India condemned reported Houthi attacks on Saudi civilian and economic facilities on 9 September 2026. The foreign ministry said the attacks threatened regional security and navigation through the Bab-el-Mandeb sea passage. Separately, Brent crude futures briefly crossed $100 a barrel as the conflict raised concern over oil flows. That was an intraday price, not a closing price. These developments follow US claims of destroying 5 Iranian Revolutionary Guards-linked tankers and Saudi reports of energy-facility fires on 8 September. Facility damage, tanker strikes and disruption of shipping routes are different risks. Their combined effect on actual oil supplies remains uncertain.

Background

US and Israeli strikes on Iran began the war on 28 February 2026. On 2 March 2026, the IRGC announced the closure of the Strait of Hormuz. On 17 June 2026, the United States and Iran signed the Islamabad Memorandum of Understanding. The memorandum gave 60 days for a final deal. The United States restored a naval blockade on 14 July 2026. The 60 days ended on 17 August 2026 with no deal. In March 2026, India said 70 per cent of crude imports came from outside the strait. The Centre for Research on Energy and Clean Air estimated 22 billion dollars in extra fuel import costs for India.

How it developed

    How it started

The war began on 28 February 2026. A June memorandum did not hold.

US and Israeli strikes on Iran began the war on 28 February 2026. On 2 March 2026, the IRGC announced the closure of the Strait of Hormuz. Ship traffic through the strait later fell by about 95 per cent. On 17 June 2026, the United States and Iran signed the Islamabad Memorandum of Understanding. Pakistan brokered the memorandum. The memorandum promised an end to fighting on all fronts. The memorandum gave 60 days for a final deal. Fighting resumed in July 2026. The United States restored the naval blockade on 14 July 2026. The 60-day window ended on 17 August 2026 with no deal. The conflict then turned into a standoff of sanctions and blockades.

Study puts India's extra fuel import cost at 22 billion dollars

On 28 August 2026, Business Standard reported a study by the Centre for Research on Energy and Clean Air (CREA). CREA said India paid about 22 billion dollars extra for fossil-fuel imports between March and August 2026. The net extra cost across all fuels was 14.4 billion dollars, or 0.38 per cent of GDP. India paid 29 per cent more per tonne for imported LPG than expected. LPG import volumes were 26 per cent lower. India's extra cost was the third-highest after the European Union and China.

US strikes Larak Island. Iran fires missiles at bases in Jordan.

On 30 August 2026, US forces struck IRGC positions on Larak Island in the Strait of Hormuz. US Central Command called the strike 'limited, precise action against IRGC minelaying forces'. Hours later, the IRGC fired missiles and drones at the King Hussein and Al Azraq bases in Jordan. Jordan said air defences intercepted eight missiles. No injuries were reported at either base. On 31 August 2026, Trump told reporters the exchange was not a return to full-scale war.

Iran offers to honour the memorandum. US promises weekly bank sanctions.

On 1 September 2026, Iranian President Masoud Pezeshkian spoke at the Shanghai Cooperation Organisation (SCO) summit in Bishkek. Pezeshkian said Iran would 'immediately reciprocate' if the United States returned to the memorandum. The same day, Foreign Ministry spokesman Esmaeil Baghaei said Washington had 'mistaken negotiations for dictating terms'. In Asheville in the United States, Treasury Secretary Scott Bessent said bank sanctions were likely this week and next. Bessent said the United States would also look at airline leasing companies and anyone doing business with the IRGC. Bessent said: 'We are going to economically asphyxiate this regime.'

US strikes IRGC targets in southern Iran. Iran claims missile attack on Jordan base.

At 9.30 pm Indian time on 1 September 2026, US forces began striking IRGC targets in Iran. US Central Command said the IRGC had tried to attack shipping in the Strait of Hormuz and US troops. Iran's Red Crescent said a strike killed four people and hurt over 50 at a wedding in Sirik county. Trump said Iran would be hit 'at a much harder and higher level' if Iran retaliated. The IRGC then claimed a ballistic missile attack on a US base in Jordan. Jordan said air defences intercepted 10 of 13 missiles.

    New fact

US hits two Iranian tankers under a 'tanker for tanker' rule

US officials said about 100 targets were struck on 1 September 2026. The targets included two Iranian government tankers anchored off Iran's coast. US drones hit the engine rooms of the two tankers. A US official called the move a new 'tanker for tanker' policy approved by Trump. Trump linked the strikes to new Iranian sea mines and the missile attack on a US base in Jordan. Iran then fired about 25 ballistic missiles towards Jordan and drones at bases in Bahrain, Kuwait and Erbil. Jordan said 10 of 13 missiles were intercepted and three fell in empty areas. Iran's foreign ministry said more than 50 people were killed or wounded at the wedding in Kuhestak.

Iran's Guards say two tankers hit mines while crossing the strait

On 2 September 2026, Iran's Revolutionary Guards said two oil tankers hit sea mines in the Strait of Hormuz. The Guards said the two tankers were disabled. The Guards said the crews had left the ships before the crossing. The Guards said US operatives then took the tankers through an 'illegal route'. The Guards' navy had earlier warned ships against crossing the mined passage. The United States did not confirm the claim on the same day. A US official told Axios that about 40 ships crossed the strait on 1 September under US guidance.

Gulf crude cargoes for Indian refiners slip; replacement barrels cost more

Bloomberg reported on 2 September 2026 that oil cargoes for India were delayed by the fighting. Bharat Petroleum had four Persian Gulf cargoes that did not arrive on schedule in August. Two cargoes were from the United Arab Emirates, one from Saudi Arabia and one from Kuwait. Indian Oil also saw delivery schedules change. Both refiners bought replacement crude at short notice at higher prices. The refiners are now covered until October and are arranging November cargoes. Russian Urals crude now costs about $2 a barrel above the benchmark because of Ukrainian strikes on Russian energy sites. India is the world's third-largest oil consumer.

Trump says the strikes will be short; oil eases below $96

On 2 September 2026, Trump told reporters the renewed strikes would not last 'too long'. Trump said US forces had 'taken out all of the new equipment' Iran built along the Strait of Hormuz. The second round of strikes in three days hit radars and mine-laying equipment on Iran's southern coast. Iran answered with drone and missile attacks on US bases in the region. Brent crude traded as high as $97 a barrel during the fighting. Brent slipped to about $95.30 after Trump's comments. On the morning of 3 September, Brent traded near $95.20.

Iran fires missiles and drones at a US base in Kuwait

Iran fired missiles and drones at Kuwait early on 3 September 2026. Iran said a United States base was the target. Kuwait's defence ministry said its air defences intercepted the attack. Kuwait called the attack Iranian aggression. Iran had attacked bases in Iraq, Jordan, Qatar, Kuwait and Bahrain a day earlier. Kuwait's attack followed renewed United States strikes on Iran's southern coast. Brent crude rose above $96 a barrel during the escalation. AP's 3 September report counted only 102 Strait of Hormuz transits during the previous week. Before the war, the strait handled at least 130 transits a day.

US Central Command (CENTCOM) said on 5 September 2026 that the IRGC fired ballistic missiles at two US Navy warships. An aircraft carrier and a guided-missile destroyer evaded the missiles with no US personnel harmed. US forces then struck three IRGC crude oil carriers. CENTCOM said the Downy off Kharg Island and the Stark 1 near Jask were 'permanently disabled'. US forces destroyed the empty tanker Kylo in the Gulf of Oman. CENTCOM chief Admiral Brad Cooper promised 'an even higher economic cost' for the IRGC.

Saudi authorities report energy-site fires after Houthi attacks

Saudi authorities reported attacks on 4 southern cities on 8 September 2026. Reuters reported 73 people injured. The Saudi energy ministry said fires forced operations at some energy facilities to halt. AP also reported temporary suspensions. The Houthis claimed a missile-and-drone offensive. The reports do not establish the full volume of oil production lost. A facility shutdown must not be equated with the closure of an entire shipping route.

  23. 8 September 2026: US announces five tanker strikes
    New fact

US military says it destroyed five Iranian tankers

US Central Command said on 8 September 2026 that American forces destroyed 5 tankers linked to Iran’s Revolutionary Guards. The command described the strikes as retaliation for 2 Iranian missile attacks targeting an American warship over 2 days. The command said the warship avoided the missiles and no US personnel were harmed. Four tankers were in the Gulf of Oman; another was off Kharg Island in the Persian Gulf. The command said crews were directed to leave before the strikes. That statement does not establish the eventual safety of every crew member. The destruction account remains the US military’s claim.

  24. 9 September 2026: India issues its response
    Official response

India condemns attacks and warns about shipping security

On 9 September 2026, India condemned reported Houthi attacks on Saudi civilian and economic facilities. Foreign ministry spokesperson Randhir Jaiswal said such attacks undermined regional security and stability. He also warned about freedom of navigation through Bab-el-Mandeb. This narrow passage links the Red Sea with the Gulf of Aden. Risk there matters because the Red Sea provides another route for oil shipments when traffic through Hormuz is disrupted. India’s statement condemns the attacks; it does not establish that the passage has been closed.

Brent briefly passes $100 as oil-transport risks mount

Brent crude futures touched $100.19 a barrel during trading on 9 September 2026, according to Reuters. Attacks on energy facilities and ships raised concerns about the region’s oil flows. Traders can price in the risk of future disruption before the eventual supply loss is measured. The figure is therefore an intraday market observation, not a closing price or a measure of oil already lost. It does not establish a matching increase in Indian retail fuel prices.

Why it matters for UPSC

GS2 · International relationsGS3 · Energy securityGS1 · World geography

The story is a GS Paper 2 topic on international relations and a GS Paper 3 topic on energy security. Remember the difference between the memorandum and a final deal. The memorandum was a signed framework with a 60-day talks window. No final deal exists. Also separate a claim from a confirmed fact. Iran's missile claims and US target lists are each side's own statements. For India, note the Strait of Hormuz, crude oil dependence, LPG dependence and the extra import cost.

Key terms

Strait of HormuzThe Strait of Hormuz is a narrow sea passage between Iran and Oman. The strait joins the Persian Gulf to the Gulf of Oman. About 100 ships used the strait each day before the war. Only about five ships a day passed between 15 July and 23 August 2026. India's crude oil and LPG cargoes from Gulf countries use this strait.
Islamic Revolutionary Guard Corps (IRGC)The IRGC is a military force in Iran separate from the regular army. The IRGC has its own naval, aerospace and missile units. The IRGC naval units operate in the Strait of Hormuz. On 1 September 2026, US Central Command said the targets included IRGC air defence sites, radars and mine-laying units.
Islamabad Memorandum of UnderstandingA memorandum of understanding is a written agreement that sets a framework. A memorandum is not a full treaty. The United States and Iran signed this memorandum on 17 June 2026. Pakistan led the mediation. The memorandum promised an end to fighting and 60 days of talks for a final deal. The 60 days ended on 17 August 2026 without a deal.
Secondary sanctionsPrimary sanctions stop American people and companies from dealing with Iran. Secondary sanctions punish banks and companies from other countries that deal with Iran. A bank under secondary sanctions can lose access to the US dollar system. Bessent said bank sanctions would come this week and next. For example, a bank in India that moves money for Iran could be cut off.
Naval blockadeA naval blockade uses warships to stop ships from entering or leaving a country's ports. The United States placed a blockade on Iran during the war. The memorandum said the blockade would end within 30 days. The United States restored the blockade on 14 July 2026. Iran calls the blockade part of an economic war.
Kharg IslandKharg Island is a small Iranian island in the Persian Gulf, about 25 kilometres off Iran's coast. The island is the main gateway for Iran's oil exports. On 5 September 2026, US forces disabled the tanker Downy off Kharg Island.
