Sebi–ESMA pact lets Indian clearing houses reapply for EU recognition

Sebi and the European Securities and Markets Authority signed a memorandum of understanding on 4 September 2026. The pact covers cooperation and information exchange about Indian central counterparties supervised by Sebi. The agreement lets these clearing houses reapply for recognition under European Union rules. ESMA said recognition could restore access for European clearing members. Recognition is not automatic. Each clearing house must still apply. ESMA is discussing a similar pact with India's International Financial Services Centres Authority.
Background
A central counterparty stands between buyers and sellers after a market trade. The institution becomes the buyer to every seller. The institution also becomes the seller to every buyer. The structure lowers settlement risk. European Union rules require ESMA recognition before a non-EU clearing house can serve European clearing members. ESMA signed a separate cooperation agreement with RBI earlier in 2026.
