Why in news?
NHPC Limited has signed a Memorandum of Agreement with the Government of Arunachal Pradesh to develop the 3,097 MW Etalin Hydroelectric Project. This announcement, made on 16 June 2026, marked progress on one of India’s largest planned hydropower projects.
Background
The Etalin project is proposed on the Dri and Tangon rivers, tributaries of the Dibang River in Arunachal Pradesh’s Dibang Valley. Designed as a combination of two run‑of‑the‑river schemes, it involves constructing concrete gravity dams on both rivers and an underground powerhouse near their confluence. With an installed capacity of 3,097 MW, it is among the largest hydropower projects planned in India. The project area falls within a biodiversity hotspot and is inhabited by the Idu‑Mishmi people.
Details of the agreement
- Development model: NHPC will develop the project on a Build, Own, Operate and Transfer (BOOT) basis, with a lease period of forty years from the commercial operation date.
- Responsibilities: The MoA authorises NHPC to conduct preliminary investigations, prepare a pre‑feasibility report and detailed project report, arrange financing and undertake construction.
- Economic benefits: NHPC’s chairman noted that the project will provide long‑term socio‑economic benefits, create local jobs and contribute to India’s clean‑energy transition.
- Environmental concerns: The project area lies in a rich biogeographical province of the Himalaya and supports high biodiversity. Balancing development with conservation and indigenous rights will be critical.
