Why in news?
The Ministry of Social Justice and Empowerment recently highlighted progress under the Pradhan Mantri Anusuchit Jaati Abhyuday Yojna (PM‑AJAY) and updated its portal. The scheme aims to reduce poverty among Scheduled Caste households by supporting income generation, skills training and infrastructure in villages where Dalits form a majority.
Background
PM‑AJAY evolved from the Special Central Assistance to the Scheduled Caste Sub‑Plan, which began in 1980. The revised scheme was introduced in the 2021–22 Budget and rebranded in 2022. It applies across most Indian states and union territories and focuses on communities historically denied education, land and opportunities.
Objectives and components
- Income generation: Provide grants and concessional loans to Scheduled Caste individuals living below the poverty line to start small businesses such as poultry, dairy, tailoring or retail enterprises.
- Skill development: Offer short‑term and long‑term training programmes in trades like carpentry, IT services, beauty care and hospitality. Training aims to improve employability and create self‑employment opportunities.
- Infrastructure: Build community assets in villages where Scheduled Castes constitute at least 50 % of the population. Projects include drinking water supply, link roads, drainage systems, street lighting and community halls.
- Monitoring: State governments submit annual action plans through an online portal. The ministry reviews proposals, releases funds and tracks outcomes to ensure transparency and timely completion.
- Eligibility: Beneficiaries must belong to the Scheduled Caste category and live below the poverty line. Women, persons with disabilities and youth are given priority.
