7 per cent of PMKVY 4.0 trainees placed, Business Standard finds

Business Standard reported on 4 September 2026 that only 7 per cent of PMKVY trainees were placed. The newspaper read the PMKVY 4.0 dashboard on the Skill India Digital Hub. As on 28 August 2026 the dashboard recorded 200,224 placements among 2.85 million trained candidates. The newspaper also counted 6.83 lakh dropouts, over 19 per cent of 35.4 lakh enrolled. The figures belong to PMKVY 4.0, the phase running since 2022-23. Placement is delinked from PMKVY 4.0, the ministry says. No official placement rate exists for this phase. The ministry's last official rate covers short-term training in the first three phases. In those phases 24.3 lakh of 56.89 lakh certified candidates were reported placed, 42.8 per cent.
Background
Prime Minister Narendra Modi launched Skill India and PMKVY on 15 July 2015. PMKVY gives free short-term training and certifies skills that workers already have. PMKVY 1.0 ran as a pilot in 2015-16. PMKVY 2.0 ran from October 2016 to 2020. PMKVY 3.0 started on 15 January 2021. The Union Budget of 1 February 2023 announced PMKVY 4.0. The Cabinet approved the Skill India Programme on 7 February 2025 with Rs 8,800 crore for 2022-23 to 2025-26. Placements were tracked only for short-term training in the first three phases. PMKVY 4.0 delinked placement from training.

The Standing Committee on Labour, Textiles and Skill Development reported on 5 September 2022. The committee found only 30,599 of 3,99,860 certified PMKVY 3.0 candidates placed. The Union Budget of 1 February 2023 announced PMKVY 4.0. On 22 July 2024 the ministry told Lok Sabha that placement is delinked from PMKVY 4.0. The Cabinet approved the Skill India Programme on 7 February 2025. The CAG's audit of the first three phases reached Parliament on 18 December 2025.

CAG finds 41 per cent of certified candidates placed in first three phases
The CAG's Performance Audit Report No. 20 of 2025 reached both Houses on 18 December 2025. The audit covered PMKVY 1.0 to 3.0, from 2015 to 2022. Of 56.14 lakh candidates certified under short-term training and special projects, 23.18 lakh were placed. The rate is 41 per cent. The phase-wise rates were 16.74, 51.08 and 13.47 per cent for PMKVY 1.0, 2.0 and 3.0. The three phases had an outlay of around Rs 14,450 crore.

Ministry reports 42.8 per cent placed under short-term training till PMKVY 3.0
On 11 March 2026 Minister of State Jayant Chaudhary answered a Rajya Sabha question in writing. Placements were tracked only under short-term training in PMKVY 1.0, 2.0 and 3.0. Of 56.89 lakh candidates certified in short-term training, 24.3 lakh were reported placed. The rate is 42.8 per cent. Since 2015 PMKVY had trained 1.64 crore candidates and certified 1.29 crore by 31 December 2025. Under PMKVY 4.0 the aim is to let trained candidates choose a career path in self-employment or wage employment.

Ministry points to an outcomes fund and a wider certified count
On 22 July 2026 the ministry answered a Rajya Sabha question on the review of PMKVY. On 15 July 2026 the ministry and the National Skill Development Corporation agreed to set up a Skills Outcomes Fund. The fund has a proposed corpus of about Rs 530 crore. The fund is meant to support over two lakh youth with accountability for measurable outcomes. In the first three phases 1.11 crore candidates were certified, the minister told Rajya Sabha on 29 July 2026. Of them 24.38 lakh were reported placed under short-term training.

Business Standard reads 7 per cent placement on the PMKVY 4.0 dashboard
Business Standard published its analysis at 11:40 pm on 4 September 2026. The newspaper counted 200,224 placements among 2.85 million trained candidates as on 28 August 2026. The newspaper counted 6.83 lakh dropouts among 3.54 million enrolled. Telecom had the highest placement rate among the big sectors, 17.5 per cent. Management had just 1.1 per cent. In its 4 September 2026 refresh the dashboard showed 35.3 lakh enrolled and 19.4 lakh certified. A PIB note of 15 July 2026 counted 28.17 lakh trained under PMKVY 4.0 by 30 June 2026.

No official placement rate exists for PMKVY 4.0
The 7 per cent is the newspaper's calculation, not a ministry figure. On 5 August 2024 the ministry told Lok Sabha that the placement component has been delinked under PMKVY 4.0. The ministry told the Standing Committee in 2025 that no placement target was set for PMKVY 4.0. The ministry said candidates are tracked for one year after certification. The committee asked the ministry to upload placement details of certified candidates on the Skill India Digital Hub. On 25 March 2026 Union Minister Gajendra Singh Shekhawat told Rajya Sabha that PMKVY 4.0 stresses diverse career paths.
Why it matters for UPSC
For GS2 and GS3, keep three counts apart: enrolled, certified and placed. A certificate is not a job. The 7 per cent is a newspaper's reading of a PMKVY 4.0 dashboard. The ministry has delinked placement in that phase. The ministry's own 42.8 per cent covers only short-term training in PMKVY 1.0 to 3.0. The CAG's 41 per cent adds special projects to the base. Always ask which phase and which base a rate uses.
