India gains strategic-partner status in the Pacific Islands Forum
Where it stands
India has been placed in the Pacific Islands Forum's Strategic Partner Stream, External Affairs Minister S Jaishankar announced in New York. He said the Forum's secretary-general had communicated the decision in a letter. The announcement came during the India–Pacific island foreign ministers' meeting on 23 September 2026. The development concerns India's relationship with a regional organisation, not India's admission as a Pacific island member. Cooperation was already taking place through India's separate forum with Pacific island countries. The new status strengthens that diplomatic relationship; it is not evidence that all proposed hospitals, boats or energy projects are already operating. The practical priorities explain why the relationship matters. Dispersed islands need dependable healthcare, energy and transport, while climate hazards can damage essential infrastructure. India reported completed solar work alongside projects still being prepared. Sea ambulances requested by island countries are expected by March 2027, rather than being counted as deliveries already made.
Background
The Pacific Islands Forum brings together 18 countries and territories, including Australia and New Zealand, to address regional priorities. Its members span a large ocean area. Cooperation helps them address problems that cross national boundaries, including climate resilience and sustainable development. India also works with Pacific island countries through the Forum for India–Pacific Islands Cooperation, known as FIPIC. This is a different platform from the Pacific Islands Forum. The third FIPIC summit, held in Papua New Guinea in 2023, set out cooperation projects including healthcare support. The September meeting reviewed that continuing work rather than starting the relationship from nothing. Geography shapes the projects. A patient on a remote island may need transport across water to reach medical care. A sea ambulance addresses that connection, while a specialist hospital addresses the treatment available after arrival. India's earlier foreign-ministry report explicitly linked these boats with delays in emergency care in remote locations. Climate resilience is another shared concern. Fiji used the meeting to seek continued partner investment in the Pacific Resilience Facility. This places island countries' own development needs at the centre of the relationship. A new diplomatic designation matters most when cooperation produces functioning services and stronger protection against disruption.

Jaishankar said India had completed solarisation of 2,800 households across 14 Pacific island countries and trained 70 women solar engineers. These were reported achievements, unlike the sea ambulances still planned for delivery. India had received requests from 12 countries for 20 ambulances and expected to deliver them by March 2027. The meeting also reviewed progress on a 100-bed specialist hospital in Fiji. Fiji's foreign ministry confirmed the meeting and highlighted the hospital as an outcome of the 2023 FIPIC summit. Its account also called for continued support for climate adaptation through the Pacific Resilience Facility. These projects show the substance behind the partnership, but their stages differ. Completed household solar work should not be confused with a hospital opening or boats already handed over. Future updates should follow those projects through to delivery and use.
